Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

One year of experience in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Associate.

Or II

Experience: Three years of experience performing technical work in the field of mortgage underwriting which must have included underwriting for multiunit projects (at least 100 units). (A Master's Degree in Planning, Economics, Business, Government, Finance or a related field may be substituted for one year of the required experience.) and

Education: Equivalent to graduation from college, preferably in planning, economics, business, government, finance or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college.)

Position Description

00105141 - HOUSING FINANCE SPECIALIST (RENTAL)

This is the advanced journey/technical adviser level within this series. Under minimum direction, incumbents at this level are assigned the more complex, sensitive and higher risk projects requiring a high level of judgment and expertise. They are also responsible for assisting higher level CHFA personnel by independently developing policy and program recommendations. In addition, they may provide guidance and direction to lower level Housing Finance staff and review their work.

Positions allocated to the Housing Finance (Rental) classes are assigned technical lending related responsibilities with regard to the Agency's financing of rental projects involving new construction or substantial rehabilitation. Incumbents perform duties related to loan underwriting which involve: performing real estate transactions, including escrows, insurance processing, subsidy processing, and environmental reviews; evaluating mortgage loan proposals submitted to the Agency for a variety of residential units, including multifamily and mixed income and related commercial facilities; determining that proposals adhere to CHFA program and mortgage lending standards; analyzing proposals for their economic feasibility to insure that construction and operating costs may be met by proposed rent levels; analyzing the existing rental market to determine if proposed rents are appropriate and that occupancy will be maintained; visiting proposed sites to perform appraisals and valuations; determining economic and environmental impact of developments; and evaluating credit reports, financial reports and other similar sources of information regarding potential developers. Incumbents in these classes also assist potential developers in resolving problems relating to proposed residential developments; prepare and analyze project cash flow projections; meet and negotiate with developers, banks and others involved in the Agency's mortgage lending operations; present loan proposals to the Agency's Board of Directors; and provide expertise and guidance to staff in developing mortgage lending and residential building standards.

This examination will consist of Training & Experience only. In order to obtain a position on the eligible list, a minimum rating of 70% must be attained. Candidates who do not complete or submit the T&E by the due date will be disqualified.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:
  • The policies and operations of the California Housing Finance Agency;
  • Real estate transactions, including appraisal and property evaluation techniques;
  • The mortgage loan market and basic mortgage loan procedures, especially multiunit dwelling commercial and conventional loan procedures;
  • Methods, principles, terminology used in appraising, buying, selling, financing, leasing, repossessing, and managing real property;
  • Factors affecting property values and real estate trends;
  • Mortgage credit requirements;
  • Local rental markets;
  • Affirmative marketing procedures and policies.
Ability to:
  • Perform various calculations with regard to mortgage financing;
  • Analyze data and draw sound conclusions;
  • Prepare clear, complete and concise reports;
  • Establish and maintain cooperative relationships with others;
  • Analyze income property feasibility;
  • Speak and write effectively;

Eligible List Information

A Departmental Open eligible list for the HOUSING FINANCE SPECIALIST (RENTAL) Classification will be established for:

  • CA Housing Finance Agency

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies in

  • Sacramento County

In order to reestablish list eligibility, competitors must participate in the current exam administration.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

CA Housing Finance Agency reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
