Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either 1

One year of experience in California state service performing duties equivalent to that of Automotive Program Supervisor I or Automotive Program Specialist; or

Or 2

Two years of experience in California state service performing duties equivalent to that of Automotive Program Representative, Range B; or

Or 3

Eight years of automotive program evaluation experience of which one year must include performing duties equivalent to that of Automotive Program Supervisor I or Automotive Program Specialist, and two years preparing reports and presenting recommendations to higher-level management. (Education in a public administration, business administration, or law enforcement curriculum from an accredited college or university may be substituted for up to two years of the required administrative experience on a year-for-year basis.)

Driver License Requirements
Incumbents must maintain a valid driver license free of any court-ordered restrictions and are expected to safely operate vehicles. Additionally, employees appointed to positions required to operate commercial vehicles must maintain the appropriate commercial vehicle operator license prior to the completion of the probation period. Applicants will be admitted to the examination without a commercial vehicle operator license.

Drug Testing Requirements
For positions requiring the operation of commercial vehicles, employment applicants and incumbents must submit to random drug testing for controlled substances and alcohol as required by State and Federal drug and alcohol testing regulations.

Position Description

00106842 - AUTOMOTIVE PROGRAM SUPERVISOR II

Under general direction, within a medium to large geographic district, incumbents are responsible for the administration and evaluation of program activities within the department. Incumbents supervise staff; plan, organize, and direct critical and/or sensitive enforcement of standards and guidelines relating to the Automotive Repair Act and Smog Check Program; ensure timely completion of program objectives and for submittal of satisfactory products; administer operational planning, staff development, and workforce planning; assign projects; review and evaluate program performance and achievements; prepare administrative reports; provide technical and program consultation to management; confer with other managers and staff to assure a uniform program; confer with local air quality districts, local industry consumer organizations, and other groups to assure consideration is given to their interests; independently represent their program in compliance negotiations, policy implementation, performance evaluation, and strategic planning; assist in interpreting the department's programs to public, industry, professional, and community organizations and groups; represent the department at meetings concerned with automotive repair consumer problems; establish and maintain cooperative relations with licensees, consumers, and other persons in connection with work of the department; prepare correspondence and technical reports; prepare and present budget requests; and perform other related work.

Some positions in these classifications may be eligible for safety retirement in accordance with Government Code section 19816.20.

Desirable Qualifications

Possession of current licenses such as but not limited to Vehicle Safety Systems Technician, Smog Check Inspector, and Smog Check Repair Technician issued by the Bureau of Automotive Repair.

Possession of automotive or collision repair certifications obtained from the National Institute for Automotive Service Excellence (ASE) and/or the Inter-Industry Conference on Auto Collision Repair (I-CAR).

All employees shall have general qualifications as described by California Code of Regulations, title 2, section 172

A Departmental Open eligible list for the AUTOMOTIVE PROGRAM SUPERVISOR II Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Tasks:

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
