Four years of work experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis; and

An additional year of professional analytical and/or technical experience equivalent to an Analyst I, Range C.

Position Description

00105393 - ANALYST II

This is the full journey level class. Incumbents at this level are typically subject matter generalists with independent or lead responsibility for varied and complex projects, cases, programs, or assignments.

Under direction, incumbents are assigned to work on a broad range of governmental and managerial issues that may be interdisciplinary in nature. Incumbents may conduct and/or review analytical studies and surveys; formulate procedures, policies, and program alternatives; perform program evaluation, planning and assessment; make recommendations on administrative and program-related problems; analyze, identify potential impact, and make recommendations on proposed regulations and legislation; perform analytical duties relating to budgeting or personnel management; perform policy analysis and other administrative analysis; plan, implement, and conduct training; act as field representatives in complex and controversial intergovernmental negotiations and community relations; act as a team lead or coordinate projects involving various governmental agencies; and provide consultative services and recommendations to management and others.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:

  1. Principles, practices, and trends of public and business administration, management, supportive staff services, and governmental functions and organization.
  2. Methods and techniques of effective communication and leadership.

Ability to:

  1. Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems.
  2. Develop and evaluate alternatives.
  3. Analyze data and present ideas and information effectively.
  4. Consult with and advise administrators or other interested parties on a wide variety of subject-matter areas.
  5. Gain and maintain the confidence and cooperation of those contacted during the course of work.
  6. Coordinate the work of others, act as a team leader, and appear before legislative or other committees.

Eligible List Information

A Servicewide Open eligible list for the ANALYST II Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

  3. Reconciling data or information to identify discrepancies (e.g., missing data, conflicting data, etc.) and ensure accuracy of data/information.
  4. Analyzing and interpreting data collected to prepare summaries and other documentation for making recommendations and/or completing work tasks.
  5. Analyzing and interpreting technical materials (e.g., policies, processes, procedures, regulations, legislation, legal documents, contracts, manuals, financial reports, etc.) to apply information to work activities.
  6. Resolving problems by making recommendations or providing alternative solutions to issues related to the completion of work projects or assignments. 
  7. Providing expertise and/or guidance to management, staff, the public, and/or other stakeholders in response to questions or problems involving your area of responsibility. 
  8. Providing written and/or verbal explanations to clarify technical information (e.g., legislation, policies, procedures, directions, etc.) to ensure understanding of complex topics by individuals who lack expertise.
  9. Communicating professionally in stressful situations to resolve conflict (e.g., dealing with angry or hostile individuals, handling multiple requests for information simultaneously, etc.).

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

State of California reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
