Minimum Qualifications

All Levels:

Experience: Experience at an insurance company working as either (1)?an underwriter determining acceptability, coverage, appropriate rating plans, and any judgment-based rate deviations or factors; or (2) a claims adjuster investigating, evaluating, negotiating, and settling claims with respect to coverage, liability, and damages; or (3) a fire or casualty insurance agent or broker handling multiple lines of insurance coverage and making determinations regarding coverage needs, risk information, and renewal account servicing; or (4) an insurance consumer advocacy position working on consumer issues, complaints, legislation, or insurer compliance.

Either I

Experience: One year of experience in the California state service performing the duties of an Insurance Compliance Officer, Department of Insurance, Range C. (Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to this examination, but they must fully meet the experience requirement before being eligible for appointment.)

Or II 

Experience: Three years of qualifying insurance industry experience. (Experience in the California state service applied toward this requirement must be at the level of responsibility provided in the promotional pattern.) and 

Education: Equivalent to graduation from college or equivalent degree approved by the Bureau for Private Postsecondary and Vocational Education under the provisions of California Education Code Division?10, Part 59, Chapter 3. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

This is the full-journey level of the series. Under direction of a Supervising Insurance Compliance Officer, Department of Insurance, incumbents independently perform the more complex, varied, and responsible insurance regulatory activity; investigate, identify violations, and mediate resolution of consumer complaints including inquiries by parties to the insurance contract or other interested parties or claimants involving situations that include multiple coverages or situations where there is a question of coverage or liability and typically requiring multiple contacts to achieve resolution; act as a conciliator in disputes and misunderstandings in an attempt to reach an amicable settlement between insurer and insured; report and analyze facts found in such inquiries and disputes and make recommendations; conduct examinations of the application and interpretation of policy forms, transactions, and claims practices of insurers, managing general agents, third-party administrators, or other related insurance entities either alone, as team leader, or as a full team member (sharing equal responsibility); direct the regulated insurance organization to resolve both individual and general issues, complaints, or violations of insurance laws; provide consumers with information on all relevant issues involved in each transaction; work as a team member on task forces, working groups, or projects that address technical issues or internal procedures; input claimant information directly into the Department's online database system; represent the Department at meetings with the public or industry; and do other related work.

Willingness to travel and work away from the headquarters office as needed.

A final score of 70% must be attained to be placed on the eligible list.

The examination consists solely of a Training and Experience Evaluation. To obtain eligibility, a minimum score of 70% must be received. Applicants will receive their score within 2-4 weeks after submission date.

 

Instructions on how to complete the Training and Experience Evaluation will be emailed out to each candidate who meets the minimum qualifications. Written notifications will be emailed within 2 weeks after receipt of your application.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

 

Knowledge:

  1. Knowledge of Insurance codes, laws, and regulations, statutes, legal opinion and internal department/bureau policies and procedures to ensure compliance.
  2. Knowledge of trends and terminology pertaining to insurance codes, laws, regulations, statutes, legal opinion and internal department/bureau policies and procedures.
  3. Knowledge of analytical methods and techniques to be used for problem identification.
  4. Knowledge of general insurance underwriting and rating to evaluate the risk of insurers or entities.
  5. Knowledge of general insurance, contract law, related statutes, and court decisions to understand their interpretation and enforcement.
  6. Knowledge of general claims handling to be able to review and assess, the licensee’s investigation related to coverage, liability and damages.
  7. Knowledge of general computer software (i.e., Microsoft Suite) to enhance efficiency, improve communication, and productivity.
  8. Knowledge of the proper spelling, grammar, punctuation, and sentence structure for the English language to ensure that prepared and/or reviewed written materials are complete and free of writing errors.

 

Abilities:

  1. Ability to research insurer reference materials (e.g. manuals, legal opinions, any other pertinent information available on the intranet, examination reports from other Department of Insurance (out of state), prior examination reports, Enforcement Action History) to conduct examinations.
  2. Ability to effectively organize and prioritize assignments to keep on schedule.
  3. Ability to effectively research available resources to collect desired information.
  4. Ability to remain neutral and helpful on highly politically charged subject matter.
  5. Ability to gather, organize, and summarize data through detailed reports.
  6. Ability to effectively reason logically and creatively to assist the department.
  7. Ability to apply general negotiation and mediation techniques to resolve consumer complaints or licensee compliance issues.
  8. Ability to adequately analyze situations accurately and take effective action.

Eligible List Information

A Departmental Open eligible list for the ASSOCIATE INSURANCE COMPLIANCE OFFICER, DEPARTMENT OF INSURANCE Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Insurance reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
