Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

All Levels:

Experience: Experience at an insurance company working as either (1)?an underwriter determining acceptability, coverage, appropriate rating plans, and any judgment-based rate deviations or factors; or (2) a claims adjuster investigating, evaluating, negotiating, and settling claims with respect to coverage, liability, and damages; or (3) a fire or casualty insurance agent or broker handling multiple lines of insurance coverage and making determinations regarding coverage needs, risk information, and renewal account servicing; or (4) an insurance consumer advocacy position working on consumer issues, complaints, legislation, or insurer compliance.


Either I

Experience: One year of experience in the California state service performing the duties of an Associate Insurance Compliance Officer, Department of Insurance.

Or II

Experience: Four years of progressively responsible qualifying insurance experience. (Experience in the California state service applied toward this requirement must be at the level of responsibility provided in the promotional pattern.) and

Education: Equivalent to graduation from college or equivalent degree approved by the Bureau for Private Postsecondary and Vocational Education under the provisions of California Education Code Division?10, Part 59, Chapter 3. Position Description

00108607 - SENIOR INSURANCE COMPLIANCE OFFICER (SPECIALIST), DEPARTMENT OF INSURANCE

This is the advanced journey and team/project leader level of the series. Under general direction of a Supervising Insurance Compliance Officer, Department of Insurance, incumbents independently perform the most complex, sensitive, and responsible insurance regulatory activity; investigate, identify violations, and mediate resolution of consumer complaints including inquiries wherein there is a lack of statutory clarity or involving multiple issues where resolution requires compromise by all parties in the dispute or formal legal action; initiate and lead the most complex Bureau projects including those to identify, research, and abolish trends in noncompliant activity by a single entity or those which represent an industrywide practice; investigate illegal activities that are identified through the review of data trends that are brought to the attention of the Department from outside entities; establish corrective plans with regulated entities to address noncompliant activity and monitor implementation of all corrective actions; lead examinations of those insurance organizations with the highest premium volume or claims activity or those with high levels of consumer complaints in an insurance product line or those which write a variety of coverages through multiple administrators; independently, or as team leader, organize and coordinate the development of a final report, legal referral, or alternative discipline resolution agreement suitable as a legal document for use in legal action; train staff at all lower levels; monitor consumer calls/inquiries and written case files, in a lead capacity, and serve as technical advisor to all subordinate staff; participate in Department task groups to propose and effectuate changes to regulation and/or legislation; represent the Bureau and the Department when customized examination procedures are required in the examination of financially troubled insurance organizations, those that dominate a particular product line, those that have been publicly accused of an egregious insurance practice, or where the Department is investigating allegations of a particular illegal activity; have the authority to represent the Bureau in negotiations and settlements with licensees; represent the Department in public or industry meetings; input claimant information directly into Department online database system; and do other related work.

A final score of 70% must be attained to be placed on the eligible list.

The examination consists solely of a Training and Experience Evaluation. To obtain eligibility, a minimum score of 70% must be received. Applicants will receive their score within 2-4 weeks after submission date.

 

Instructions on how to complete the Training and Experience Evaluation will be emailed out to each candidate who meets the minimum qualifications. Written notifications will be emailed within 2 weeks after receipt of your application

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge:

  1. Knowledge of insurance codes, laws, regulations, statutes, legal opinions, court decisions, and internal departmental/bureau policies and procedures to provide technical assistance and ensure compliance.
  2. Knowledge of the insurance industry and general insurance principles on various types of insurance subject to regulation by CDI to identify regulatory issues.
  3. Knowledge of trends and terminology pertaining to insurance regulations to identify regulatory issues.
  4. Knowledge of basic functions and programs of the CDI to refer issues to the proper area, when necessary.
  5. Knowledge of methods to conduct examinations, review claim files, resolve complex insurance regulatory issues, or respond to insurance-related inquiries.
  6. Knowledge of the proper spelling, grammar, punctuation, and sentence structure for the English language to ensure that prepared and/or reviewed written materials are complete and free of writing errors.
  7. Knowledge of various computer applications (e.g., Microsoft Office, SharePoint, MS Teams, OneDrive, CSDCMS, MCCM, Power BI, etc.) to complete projects and assignments.
  8. Knowledge of the Department’s mission, vision, and values to help clarify the Department’s purpose, prioritize tasks, achieve long-term goals and objectives.
  9. Knowledge of the structure, functions and organizations of the CDI to clarify roles and communication flow.

Abilities:

  1. Ability to effectively investigate more complex issues received from a variety of sources to determine if there are any non-compliance issues.
  2. Ability to effectively communicate verbally and writing in a clear, concise, and professional manner to effectively convey information.
  3. Ability to effectively research available resources to gather desired information or data that is relevant to a particular insurance issue or law.
  4. Ability to prepare complete, concise, and clear insurance proposals, reports, and recommendations for enforcement action, when necessary.

  7. Ability to multitask and effectively prioritize and organize work to meet deadlines.
  8. Ability to interpret and apply provisions of the California Insurance Code of Regulations, laws, rules, and regulations related to insurance to ensure compliance.
  9. Ability to independently apply insurance statutes and court decisions to specific cases to ensure compliance.
  10. Ability to read and comprehend a variety of written sources, including legislation, memos, insurance policies, methods and manuals, and other work-related documents.
  11. Ability to work independently.
  12. Ability to effectively apply leadership techniques and guide less experienced staff with technical issues to ensure a productive and professional working environment.
  13. Ability to provide on-the-job training to AICO staff relating to the tasks of the position to increase knowledge and performance.

  22. Ability to travel statewide to assist consumers at Local Assistance Centers or Disaster Recovery Centers.

Eligible List Information

A Departmental Open eligible list for the SENIOR INSURANCE COMPLIANCE OFFICER (SPECIALIST), DEPARTMENT OF INSURANCE Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Insurance reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
