Candidates will receive notification through CalCareers regarding whether or not they meet the minimum qualifications for the examination. It is anticipated that candidates who meet the minimum qualifications will be sent an email containing instructions and the Training & Experience (T&E) examination roughly two weeks after the cut-off date that they submitted their application.

  • Other - Degree or Transcripts - If you meet the minimum qualifications using education, you must attach a copy of your degree or transcripts. Otherwise, you may bypass the item by choosing Upload > Bypass Item. Note, if using education to meet, you will be required to provide official copies of your qualifying transcripts prior to being hired.

Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

Unless otherwise stated in the Minimum Qualifications, qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" 1, "or" 2, "or" 3, etc. For example, applicants possessing qualifying experience amounting to 50% of the required time of Pattern 1 and additional experience amounting to 50% of the required time of Pattern 2 may be accepted to an examination as meeting 100% of the overall experience requirement.

Either I

One year of experience in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Specialist.

Or II

Experience: Five years of mortgage loan experience, including one year of responsibility at the management level in a commercial bank, mortgage bank, savings and loan association, State housing finance agency, or in a closely related institution. (A Master's Degree in Planning, Economics, Business, Government, Finance or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with a degree in urban planning, economics, business, government, finance or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Position Description

00105247 - HOUSING FINANCE OFFICER (SINGLE FAMILY)

This is the highest level program expert within a specified agency program such as Rental, Local Government Services, and Affirmative Action. Positions at this level have broad administrative and technical responsibilities for developing and administering program policies and procedures. Positions also have responsibility for an agency function having significant impact and involving work of the most critical or sensitive nature as it relates to the Agency's primary mission. Such responsibility requires skills and knowledge at the highest level within the particular program specialty. Incumbents may supervise lower level technical staff.

Positions allocated to the Housing Finance (Single Family) classes are involved in the financing of insured or guaranteed mortgage and home improvement loans within the Single Family Division. Incumbents perform duties related to examining, approving, closing, and servicing of single family mortgage loans to be financed by the CHFA. Incumbents ensure that loan submissions are complete and accurate; maintain contact with lenders; conduct market studies, including real estate and neighborhood appraisals; analyze existing real estate markets to determine market demand prices, terms, and conditions to be made applicable to CHFA lending programs; audit and evaluate lender performance and make recommendations; maintain loan reservation system; supervise and manage acquired properties; make policy recommendations; and prepare and present oral and written communications. Higher level staff also design and analyze mortgage lending standards for CHFA mortgage purchase operations; meet with and negotiate arrangements and contracts between CHFA and private lenders; and participate in the administration of CHFA mortgage purchase operations.

A final score of 70% must be attained to be placed on the eligible list.

This examination will consist of Training & Experience only. In order to obtain a position on the eligible list, a minimum rating of 70% must be attained. Candidates who do not complete or submit the T&E by the due date will be disqualified.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: The mortgage loan market and basic single family dwelling mortgage loan procedures, including FHA and VA requirements; methods, principles and terminology used in appraising, buying, selling, financing, leasing, repossessing, and managing real property; factors affecting property values and real estate trends; mortgage credit requirements; foreclosure procedures.

 

Ability to: Perform various calculations with regard to mortgage financing; analyze data and draw sound conclusions; negotiate mortgage loan purchases; prepare clear, complete, and concise reports; establish and maintain cooperative relationships with others; speak and write effectively; keep current with mortgage market; prepare and present complete, concise and clear loan proposals; supervise the work others. 

Eligible List Information

A Departmental Open eligible list for the HOUSING FINANCE OFFICER (SINGLE FAMILY) Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies in

In order to reestablish list eligibility, competitors must participate in the current exam administration.

Veterans' Preference will be granted for this examination. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

CA Housing Finance Agency reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
