00102278 - PIPELINE SAFETY ENGINEER

Education: Equivalent to graduation from college with a major in civil, chemical, mechanical, or petroleum engineering. (Registration as a senior in a recognized institution will admit applicants to the examination but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment.)

Work experience performing responsible engineering duties in hazardous liquid, petroleum, or natural gas pipeline safety may be substituted for the required education on a year-for-year basis.

Position Description

00102278 - PIPELINE SAFETY ENGINEER

This is the entry, training, and full journey level in the series. Under close supervision, incumbents learn and perform the more routine and less complex technical review and inspection work. Under general supervision, as a full journey level, incumbents independently perform the more difficult and complex field and office technical review and inspection work for ensuring the compliance with pipeline safety laws and regulations.

SPECIAL PERSONAL CHARACTERISTICS

Willingness to work throughout the State and at unusual hours, evenings, Saturdays, Sundays, and holidays; may be on 24-hour call; alertness and keenness of observation; wear job-required attire and personal protection equipment; possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles and good driving record. Applicants who do not possess the license will be admitted to the examination but must secure the license prior to appointment.

  4. Fundamentals of engineering as applied to hazardous liquid pipeline safety work to ensure safe hazardous liquid pipeline operation.

Eligible List Information

Candidates that wish to obtain list eligibility MUST apply for, take, and pass this exam. 

A Departmental Open eligible list for the PIPELINE SAFETY ENGINEER Classification will be established for:

  • Department of Forestry & Fire Protection

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

Tasks Statements:

  1. Perform, oversee, or assist with hazardous pipeline safety inspections (e.g., construction, integrity management, operations and maintenance, review records, field verification).
  2. Investigate or research (e.g., review records, review accident reports, site inspections, interviews, take photographs) hazardous accidents to gather information and determine contributing factors.
  3. Verify hazardous pipeline industry testing and repairs (e.g., pressure tests, in-line inspection, non-destructive testing, materials testing, welding/repairs) are performed in accordance with applicable regulations and industry standards.
  4. Assess whether the hazardous pipeline operators have violated any hazardous pipeline regulations to ensure pipeline safety in accordance with applicable laws and regulations.
  5. Communicate (e.g., verbal, in-person, written) with supervisor and/or stakeholders to ensure all involved parties have the necessary information.
  6. Respond to technical inquiries (e.g., in-person, written, virtual) and provide technical assistance to stakeholders and/or the public to ensure they have the appropriate information.
  7. Interpret industry standards and/or regulations that apply to the operation and maintenance of hazardous pipeline systems.
  8. Operate vehicles and equipment (e.g., vehicle, Personal Protective Equipment [PPE], electronics) safely and effectively during daily activities.

Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Forestry & Fire Protection reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
