Minimum Qualifications

All applicants must meet the education and/or experience requirements as stated on this exam bulletin to be accepted to the examination.

00109608 - COMMUNITY RESOURCES MANAGER

Two years of experience in 1) developing an understanding of rehabilitative programs, 2) developing and implementing community service programs, or 3) serving as a liaison to community-based organizations or service groups. Experience must include at least one year with the level of responsibility 1) as a supervisor or 2) for the management of a specific program.

 

Experience must have been gained in any one or more of the following areas:

 

  1. Criminal Justice, Criminology, Public Administration, Administration of Justice, or Justice Studies.
  2. Law Enforcement, Corrections, Probation, or Security.
  3. Government, including Local, County, State, Federal, Judicial, and Legislative.
  4. A multiservice program such as non-profit organizations, educational support programs, rehabilitative programs, social services programs, victim’s rights organizations, or residential programs.
  5. Social work or Sociology.
  6. Psychology or Mental Health programs.
  7. Media/Public Relations (Marketing Communications Coordinator, Station Manager).

 

Equivalent to college graduation may be substituted for one year of the required experience. Education cannot substitute for the one-year experience as a supervisor or the management of a specific program.

 

OUT-OF-CLASS EXPERIENCE: A “completion of an out-of-class assignment” memorandum, dated within one year of assignment completion, is required to use as out-of-class experience to meet the minimum qualifications for examination purposes. Employees may obtain this documentation from his/her Institutional Personnel Officer/Personnel Liaison. Out-of-class experience without required documentation will not be considered for examination purposes.

Under general direction, Community Resources Managers plan, organize, and direct major programs related to the community which include, but are not limited to: volunteer services, grants and donations, community service projects, family services, religious programming, rehabilitative contracted programs, rehabilitative credit and non-credit earning programs, and community service projects. Incumbents in this classification work either for a single correctional institution or as a lead in headquarters for correctional institutions for the coordination of the departmental religion program policy and rehabilitative programs.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of:

  1. Principles and methods of administration, organization, and management.
  2. The working relationship between a correctional institution and the community to establish and development partnership in support of the Department’s mission.
  3. Modern principles and practices in correctional administration and criminology.
  4. Modern principles and practices of correctional institutions’ programmatic and rehabilitative needs.
  5. Provisions of religious services within the correctional setting to ensure legislative and constitutional compliance.
  6. Current theory and practice regarding volunteer outreach, training, supervision, retention, and evaluation.
  7. The use of contracted services and staff to support any program needs within an institution setting.
  8. Training methods, presentation development, and delivery techniques to provide training and information presentations to staff, volunteers, and community outreach.
  9. Principles and techniques of public relations to create effective working relationships with the community.
  10. Establishing collaborative partnerships to gain support from internal and external stakeholders.
  11. Program evaluation and reporting methodology to determine sustainability of institutional programs.
  12. Current practice regarding community organizations, facilities, and services.
  13. Board of Parole Hearings processes to support incarcerated persons in appropriate programs.
  14. Principles of budget and cost allocations to manage program expenditures.
  15. Principles of developing correction action plans to comply with audit deficiencies.
  16. Contract management oversight within any level of government contractual agreements to be in compliance with the appropriate laws, rules, and regulations.
  17. Impact of current and proposed legislation pertaining to programming for departmental compliance with the current laws, rules, and regulations.
  18. Supervisory principles, practices, and techniques to plan, oversee, and direct the work activities of both staff and volunteers.
  19. Principles and techniques for effective supervision and training.
  20. The supervisor’s role in the EEO/Sexual Harassment Prevention Policy to promote and provide a harassment-free working environment.

Ability to:

  1. Manage and lead rehabilitative staff and programs related to religion, community outreach, self-help groups, and volunteers.
  2. Establish and maintain cooperative working relations with officials, departmental programs, public agencies, local education agencies, Citizen Advisory Committees, victim service organizations, religious groups, and civic groups.
  3. Gather data in order to evaluate programs accurately to determine continued use.
  4. Write clearly and concisely in order to communicate effectively.
  5. Articulate Department’s mission through presentations to internal and external stakeholders.
  6. Develop new programs to enhance rehabilitation and public safety.
  7. Conduct staff volunteer training and orientation programs in order to meet operational needs.
  8. Manage staff, self-help sponsors, contractors, and volunteers to include supervision, recruitment, interviewing, screening, training and retention to plan and direct the work activities of staff in accordance with applicable memorandums of understanding.

Eligible List Information

A Servicewide Open eligible list for the COMMUNITY RESOURCES MANAGER Classification will be established for:

  • State of California

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 12 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Department of Corrections & Rehabilitation reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.

Accepted applicants must provide proof of identification at each in-person test session. Acceptable identification consists of a photo identification card or two forms of signed identification.
