EITHER I

Four years of experience with the Employment Development Department. (Candidates who are within six months of completing the required experience will be admitted to the examination; however, they must meet the required experience before being considered eligible for appointment.)

OR II

Completion of 60 semester units or 90 quarter units of college course work. And two years of public contact experience providing services or information.

OR III

Equivalent to graduation from college. (Must provide evidence of registration as a senior in a recognized institution to be admitted in the examination, and must secure evidence of graduation or its equivalent before being considered for appointment.)

Applicants qualifying under ANY pattern of the Minimum Qualifications requiring Education must submit evidence/proof of completion ofthe education requirement with their Examination Application. FOREIGN DEGREES

Applicants with foreign degrees must provide an official foreign transcript evaluation that indicates that his/her foreign course work is equivalent to a degree from an accredited U.S.college or university. EDD accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing. Agencies accredited by the Commission for Foreign Transcription Evaluation may be found on the Commission’s website: www.ctc.ca.gov.

The Limited Examination and Appointment Program (LEAP), under the authority of Government Code Sections 19240-19243.4, is analternative examination and appointment process designed to facilitate the recruitment and hiring of persons with disabilities into the State of California civil service. LEAP is a two-part process consisting of (1) a Readiness Training and Experience Evaluation and (2) a Job Examination Period (JEP) that is administered and evaluated in the work setting while performing the duties of a state job.

To qualify to take a LEAP examination, the applicant must first have a LEAP certificate, issued from the Department of Rehabilitation (DOR), on file with the California Departmentof Human Resources (CalHR).

Position Description

00109233 - DISABILITY INSURANCE PROGRAM REPRESENTATIVE

The class of Disability Insurance Program Representative is the recruiting, training, and journey level class for persons to perform disability claims examination work. Under close supervision, incumbents receive classroom and on-the-job training in the fundamentals of disability claims examination and eligibility determination. Experienced incumbents in this class may act in a "lead" capacity over lower-level staff. As incumbents progress, they perform a full range of disability claims examination work including the investigation of the most difficult and complex cases with minimal supervision and a considerable degree of independence.

Some of the positions in this class require fluency in both English and a second language to facilitate communication with claimants. Persons interested in qualifying for special language positions must pass both the proficiency test for a specified non-English language and the general examination administered to all candidates for positions in the class.

COMPETITORS WHO DO NOT COMPLETE THE TRAINING & EXPERIENCE EXAM OR DO NOT SUBMIT IT BY THE DUE DATE WILL BE DISQUALIFIED FROM THE EXAMINATION PROCESS.

In addition to evaluating the applicant's relative knowledge, skill and ability as demonstrated by quality and breadth of education/experience, emphasis in each test component will be on measuring competitively, relative to job demands, each applicant's:

Knowledge of: General labor, economic, and business trends; labor market conditions; interviewing techniques; principles of insurance payments programs; medical terminology and common medical references used in interpreting medical findings; employment practices and conditions and physical demands of occupations in industrial, domestic, professional, commercial, and agricultural employment in California; workers' compensation and employer liability laws affecting California workers; and provisions of State and Federal laws affecting disability insurance programs.

Ability to: Interpret and apply provisions of the California Unemployment Insurance Code, rules, regulations, policies, and procedures of the Employment Development Department, and precedent decisions of the California Unemployment Insurance Appeals Board and Workers' Compensation Appeals Board relating to the Disability Insurance program laws, rules, regulations, policies, and procedures; gather and analyze data and reason logically; comprehend written material and interpret and apply rules and instructions; communicate effectively; analyze situations accurately and take effective action; utilize automated data systems; interpret medical facts and determine the probable duration of disability; secure and evaluate facts and evidence by interview or correspondence, make sound decisions, and present testimony at hearings; establish and maintain cooperative relations with others; and relate to members of all ethnic, racial, and disability groups and be sensitive to community group needs.

Eligible List Information

A Departmental Open eligible list for the DISABILITY INSURANCE PROGRAM REPRESENTATIVE Classification will be established for:

The names of successful competitors will be merged onto the eligible list(s) in order of final score regardless of test date. Eligibility expires 24 months after it is established. Applicants must then retake the examination to reestablish eligibility.

Resulting Eligibility List(s) will be used to fill vacancies throughout the State of California.

COMPETITORS MAY COMPETE ONLY ONCE IN ANY CONSECUTIVE 18-MONTH PERIOD

Veterans' Preference will be granted for this examination. Veterans' Preference is an assistance program for veterans, veteran widows and widowers, and spouses of 100% disabled veterans who seek employment with the state. Veterans' Preference is also extended to currently serving military members nearing their retirement or separation date.

You are not eligible for Veteran's Preference if you are:

  • A veteran who has been dishonorably discharged or released.
  • A veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran who currently has permanent civil service status. (Permanent civil service status is the status of an employee who is lawfully retained in his/her position after completion of the applicable probationary period. This does not include limited term).

If you meet the requirements stated on this examination bulletin, you may take this examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. Your performance in the examination described in this bulletin will be rated against a predetermined job-related rating, and all applicants who pass will be ranked according to their scores.

Employment Development Department reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service laws and rules and all applicants will be notified.

General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required.

Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin.

High School Equivalence: Equivalence to completion of the 12th grade may be demonstrated in any one of the following ways: 1) passing the General Education Development (GED) Test; 2) completion of 12 semester units of college-level work; 3) certification from the State Department of Education, a local school board, or high school authorities that the competitor is considered to have education equivalent to graduation from high school; or 4) for clerical and accounting classes, substitution of business college work in place of high school on a year-for-year basis.
