Job Description and Duties

All applicants must have passed the Air Resources Supervisor I exam in order to qualify for an interview.

The Oil and Gas and GHG Mitigation Branch has an opening for a motivated manager interested in leading a section tasked with air pollution community monitoring and mitigation strategies for the oil and gas sector.

The Program Assessment Section is responsible for:
1) site selection and community engagement for the Study of Neighborhood Air near Petroleum Sources,
2) natural gas analysis, particularly of emissions from production to distribution,
3) oil production and supply analysis, and
4) support for high profile priorities including hydraulic fracturing and the Low Carbon Fuel Standard.  

The manager will coordinate with a broad range of internal and external stakeholders.  In particular, the position will require interagency cooperation with the California Energy Commission; the Public Utilities Commission; the Division of Oil; Gas, and Geothermal Resources; and the air districts.   We are looking for a manager with strong communication and analytical skills in order to successfully implement these high profile and highly technical project areas.  The manager must be comfortable coordinating closely with fellow section managers and leading a diverse staff of highly qualified scientists and engineers.

Desirable Qualifications

They must be able to manage a diverse staff of scientists and engineers, as well as interact with technical staff throughout CARB, other agencies, and the general public. Strong organizational and coordination skills are also desirable, as is the ability to distill and convey highly technical information to upper management.  The most competitive candidate will have a demonstrated ability to successfully work with stakeholders and fellow staff and management; have knowledge of local, State, and federal programs related to oil/gas operations and air pollution regulations; be comfortable with technical and politically sensitive programs; be able to develop and communicate policy options to all levels of management; be comfortable with a flexible management structure; readily adapt to changing priorities; and travel as needed.  Education or experience in oil and gas systems, petroleum geology, air toxics and potential health impacts, community engagement or related fields is desired.  Applications will be screened and only the most qualified candidates will be interviewed.
