Job Description and Duties

The incumbent supervises and directs staff in all areas of classification and compensation, employee performance issues, disciplinary procedures, payroll, benefits, disability programs, and position control.  Additionally, the incumbent will ensure consistent interpretation and application of applicable laws and regulations, and provide consultation and recommendation to all levels of management within CARB and CalEPA.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of personnel principles and practices, employee supervision, staff development, training and program management.

• Solid understanding of the State's human resources (HR) environment and the ability to implement solutions to the various HR challenges.

• Prior experience managing/or working in the following functional areas: classification & compensation, employee progressive discipline issues, personnel & payroll transactions, position control, and medical management.

• Demonstrated experience in presenting information effectively both orally and in writing.

• Ability to lead with tact and diplomacy to achieve results.

• Ability to manage multiple priorities.

Statement of Qualifications Instructions

A Statement of Qualifications (SOQ) is a narrative response to the following questions.
