Job Description and Duties

The Market Monitoring Section of the Climate Change Program Evaluation Branch in the Industrial Strategies Division has an opening for an enthusiastic and team-oriented Air Pollution Specialist to serve in a critical role for the operation and oversight of the California Cap-and-Trade Program and to assist in the continued development of the Cap-and-Trade Regulation.


The Air Pollution Specialist will become a subject matter expert in the administration of the regulatory provisions that govern entity eligibility and registration into the Program and will develop and improve procedures to implement the regulatory requirements.  As a subject matter expert, the Air Pollution Specialist will be responsible for understanding how registered entities’ greenhouse gas emissions generate a compliance obligation, organizing information submitted by registered entities to assist in market oversight and investigations, evaluating corporate association information, and ensuring compliance with Program requirements.  The Air Pollution Specialist will also assist in developing regulatory amendments in these areas as appropriate.  In addition, the Air Pollution Specialist will conduct registration communications with registered entities and will ensure the compliance and completeness of regulatory filings.  The Air Pollution Specialist will also develop information from regulatory filings and use these data as a member of teams to detect and investigate violations of market behavior rules, administrative provisions, and disclosure requirements.  The incumbent will participate on teams with other jurisdictions to develop, implement and oversee linked cap-and-trade programs.

The successful candidate will demonstrate initiative and excellent organizational skills, work effectively and collegially with other staff, maintain working relationships with regulated entities, and have the ability to understand and explain regulatory requirements. The most competitive candidates will also have:

• Experience detecting regulatory violations, developing evidence for potential oversight actions, and preparing appropriate regulatory and oversight actions;

• An understanding of CARB regulatory oversight, investigation and enforcement processes;

• Initiative to complete difficult individual projects;

• Understanding of corporate structures and business legal relationships;

• Experience constructing and maintaining complex spreadsheets and databases (e.g. Excel, Access);

• Knowledge of statistical or data management packages (SAS, Matlab, Stata or the equivalent) desirable but not required;

• Coursework in economics, statistics, business; especially as they apply to evaluating business organizations and behavior in financial and commodity markets.
