Job Description and Duties

If you are interested in joining a team of enthusiastic staff in developing and implementing a broad program to transform California’s freight system to be lower-emitting and more efficient, and to reduce community impacts from freight operations, then we want to speak with you.

The Transportation and Toxics Division of CARB is recruiting for an Air Resources Engineer (ARE) to work in its Freight Policy Section. The Section is focused on implementing California’s Sustainable Freight Action Plan, which calls for a more efficient and competitive freight system that relies on zero-emission operations wherever feasible, and near-zero emissions with renewable fuels everywhere else.  We are seeking an individual with engineering and technical expertise in supply chains and the freight equipment and fuels (including electricity) used in trucking, rail, and marine cargo operations.   Knowledge base should include a familiarity with the freight logistics system, CARB's related Technology Assessments, mobile source emissions inventory, freight-related plans and regulations, and port initiatives.


You will play a key role in the ongoing development and implementation of CARB’s Sustainable Freight Initiative to minimize  the air quality, community health, and climate impacts from freight facilities.  Duties may include:  building our understanding of global supply chains; identifying opportunities and industry actions to imcrease efficiency; serving as division point on freight emission inventories to aid multiple regulatory efforts; evaluating new technologies and recommending solutions to overcome barriers (including electrical connection standards and off-road charging/fueling infrastructure) for regulatory and guidance actions; analyzing freight trends and economic issues; building partnerships within CARB and with equipment manufacturers, port/rail/warehouse industry, government, and NGO representatives; providing an engineering perspective on potential freight emission reduction strategies; preparing and presenting comprehensive reports; representing CARB in public forums; preparing and presenting freight transport issues and recommendations to CARB leadership and stakeholders.

Working Conditions

SACRAMENTO LOCATION: The California Air Resources Board (CARB) offices are located in the beautiful CalEPA building in downtown Sacramento.  We are located close to light rail and offer an on-site exercise room, childcare center, a cafeteria, and Golden1 ATM access.
