Job Description and Duties

The Emissions Certification and Compliance Division is recruiting for an Air Resources Supervisor I (ARS I) position for its new Heavy-Duty (HD) Greenhouse Gas (GHG) Certification section.  The ARS I will direct and oversee the activities related to certification and emissions compliance of on-road heavy-duty engines and vehicles, and trailers.  The work of the section includes certification of families, reviewing and approving alternate test procedures, verifying engine, vehicle, and trailer compliance, visiting manufacturer factories/testing facilities to oversee manufacturer testing.  Section staff assist in the development of new and amended regulations and test procedures.  Emphasis is directed at reviewing manufacturer data in support of approval of new engine, vehicle and trailer certifications.  Compliance assistance is provided to manufacturers to aid in the correct implementation of California Air Resources Board's (CARB) regulations.  The section will develop the new engine, vehicle and trailer certification databases.  When marginal compliance is observed during certification, the section initiates testing at manufacturers' test facilities or at CARB's laboratory to ensure engines, vehicles, and trailers are in compliance.

Working Conditions

CARB has approved the relocation of our El Monte facility to Riverside (within the 92507 area code).  The relocation is currently scheduled to occur in February of 2021.  The new site is within reasonable walking distance to a variety of amenities and services (restaurants/fast food, banking, grocery stores, post office, fuel stations, etc.). Several freeways, such as the 91, 215, and 60, are easily accessible. Public transit options are available near the proposed location with bus stops within a block and the Downtown Riverside Metrolink Station within approximately 2.5 miles.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The ideal candidate will possess the engineering and technical background and experience to manage the HD GHG engine, vehicle, and trailer certification programs.  This includes having knowledge of engineering principles, gasoline and diesel engines, emission control technologies, and engine and vehicle emissions laboratory and real world testing.  Work experience in managing staff and projects is preferred.  The most competitive candidate will be highly motivated and enthusiastic, will have a demonstrated ability to use tact and good judgment to interact effectively with people at all levels of staff, management, government and industry.  The candidate must have the ability to present information effectively both orally and in writing.

The most competitive candidate will be a self starter who possess excellent technical skills, analytical and critical thinking qualities, good oral communication skills, outstanding writing abilities and be able to meet firm deadlines.  They should have a strong background in engineering and be familiar with basic concepts of heavy duty vehicle technologies, including vehicle and engine testing, and after treaterment systems.
Candidates with experience or knowledge of light-, heavy-duty or engine testing, CARB's vehicle and engine certification process, and On-Board Diagnostics (OBD) systems are encouraged to apply.  The successful candidate should be team oriented and have the ability to lead a team to accomplish project goals.  Excellent organization, leadership and negotiation skills are essential for this position.
