Job Description and Duties

The Aftermarket Advanced Technology Section is responsible for evaluating performance parts and retrofit systems to ensure they have no negative impact on vehicle/engine emissions.  The evaluation process involves technical assessment of parts and systems, design and monitoring of test programs, and analysis of emission test data. The section recommends approval of parts that comply with the procedures, allowing manufacturers to sell their products in California.  The section also issues experimental permits and conducts special studies related to emissions from aftermarket parts.

 Under supervision of the section manager, engineers in the section evaluate designs and test data for aftermarket parts and retrofit systems, and may observe installation and testing of selected devices at the manufacturer’s chosen independent laboratory. The candidate chosen will perform engineering evaluations to determine the effect of performance parts on emissions, analyze vehicle/engine emission data, prepare reports and other technical documentation for approval, develop pertinent engineering test procedures for emission compliance testing, and prepare necessary correspondence and guidelines to applicants. Parts evaluation may also involve review of manufacturer durability test plans, on-board diagnostics II (OBD II) compliance information, and the impact on vehicle auxiliary emission control devices. Engineers in the section may be assigned to assist in development of new regulations pertaining to aftermarket issues.

 The California Air Resources Board is preparing the relocation of our El Monte facility to Riverside (within the 92507 zip code). The relocation is currently scheduled to occur in 2021. The new site will be within reasonable walking distance to a variety of amenities and services (restaurants/fast food, banking, grocery stores, post office, fuel stations, etc.). Several freeways, such as the 91, 215, and 60, are easily accessible. Public transit options are available near the proposed location with bus stops within a block and the Downtown Riverside Metrolink Station within approximately 2.5 miles.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The successful candidate should possess an engineering degree, and general knowledge of engineering principles of motor vehicles/engines, fuels and emission control systems, and exhaust and evaporative emission test procedures. Applicants should possess good communication and people skills, experience in preparing technical documents, good computer skills, and the ability to effectively interact with manufacturers, test laboratories and the general public. Knowledge of Access, MYSQL and webpage design is a plus.
