Job Description and Duties

Under the supervision of the Treasury Program Manager I or II, the incumbent provides technical and analytical support for various State financing programs administered by the Public Finance Division (PFD), coordinates with various State agencies, STO divisions and financial institutions, and provides support and assistance with work associated with bond sales and debt administration as required.

Department Information

The State Treasurer's Office is a small department located at 901 P Street, Sacramento, CA 95814. It is just down the street from the State Capitol with public transportation and parking garage options nearby. The building is next to the Franklin D. Roosevelt Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. The neighborhood around the building is filled with great dining options, coffee shops, a fitness club, and several day cares around.


The Public Finance Division (PFD) of the State Treasurer's Office is responsible for managing the State's debt portfolio. As one of the largest municipal bond issuers in the nation, PFD oversees billions of dollars of debt issuances in the public capital markets each year and performs debt administration functions for various state programs that have more than $90 billion of bonds outstanding. 

 

PFD's mission is to effectively and efficiently manage the State's debt programs to minimize the State's borrowing costs. PFD is a recognized leader in the municipal market and its personnel demonstrate a strong commitment to teamwork and fiscal responsibility.
