The California State Board of Barbering and Cosmetology is responsible for licensing cosmetologists, barbers, manicurists, estheticians, and electrologists, as well as the establishments where the services are performed. The mission of the Board is to ensure the health and safety of California consumers by promoting ethical standards and by enforcing the laws of the barbering and beauty industry.

Staff is responsible for the licensing, examinations, inspections, and enforcement of the beauty industry. In addition, the Board is responsible for ensuring that there is a fair disciplinary appeal process in place. The Board has a licensee population of over 600,000, maintains a 19 million dollar budget, and operates out of the Sacramento headquarters office.
