Under the direction of the Executive Director, the Deputy Director of Policy and Public Affairs is the lead position fulfilling the department’s state mission for systems change and capacity building. This position involves the systemic identification and removal of barriers that keep people with I/DD from living integrated lives in the community. As a member of the SCDD Executive Team, the Deputy Director of Policy and Public Affairs leads the department’s policy and advocate activity. The Deputy Director of Policy and Public Affairs receives administrative direction from the Chief Deputy Director and policy and programmatic direction from the Executive Director and Chief Deputy Director. The Deputy Director of Policy and Public Affairs has full range of responsibilities for managing and supervising staff in the Headquarters Policy & Public Affairs unit.

 

The Deputy Director of Policy and Public Affairs is critical to the success of the organization since this position is responsible for all policy development activities for the Council as required under Federal and State law and has the primary responsibility to represent the Council before the California State Legislature and other organizations to develop positions on various legislative and other programmatic proposals. Without these services the Council would not be to meet its mandates as required by Federal and State law.

    Department Information

    The State Council on Developmental Disabilities (SCDD/State Council) is an independent state agency mandated by federal and state law to pursue systemic change,capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (IDD).The goal of the federal law is to enable individuals with IDD(self-advocates) to maximize their self-determination,independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting members, all of whom are appointed by the Governor.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    The Deputy Director of Policy and Public Affairs is knowledgeable about the developmental disabilities service system; experienced in State budget development, implementation and fiscal management, familiar with laws, regulations, budgets and their associated processes; performs tasks that involve investigative and technical analytical work; familiar with evaluation techniques and use of data for evaluation and public policy.

    The Deputy Director of Policy and Public Affairs has the ability to perform high-level administrative and policy influencing functions and provides effective and broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    The Deputy Director of Public Policy and Affairs is able to develop and maintain cooperative working relationships with state, federal, and local agencies and the regulated community; able in responding productively and effectively navigating sensitively charged issues or problems.  

     

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    2. Knowledge of issues involving policy matters affecting SCDD program mission.
    3. Experience developing cooperative working relationships within the Legislative and Executive branches.
    4. Experience in a public policy leadership role.
    5. Experience analyzing complex problems to form legislative solutions, including experience tracking and analyzing state and federal legislation.
    6. Experience with a council or commission and served as a lead staff on a committee.
    7. Experience directing policy through council members, local offices, or community networks.
    8. Experience as an expert on state or local disability or human services policies.

    This examination will consist of a review of the candidate's Statement of Qualification that describes their education, training, experience, knowledge, skills, and abilities as they relate to the desirable qualifications, using predetermined evaluation criteria. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. Candidates will have their Statement of Qualification rated and successful candidates will be placed on the eligible list.

    The Statement of Qulaifications (SOQ)
     must be no more than three (3) pages in length, typed using no less than Arial 12-point font, with no smaller than 1-inch margins. Applicant’s name should appear in the top right-hand corner. The SOQ must be free of typographical errors.

    Each response must include the number of years of experience you have and must include specific examples to support your response.

    When you complete your SQQ, do not provide a single, narrative response. Each Desirable Qualification (DQ) listed in 1 through 8 above must be addressed one at a time (i.e., first provide a complete and independent response to DQ #1, then a complete and independent response to DQ#2, etc.) for consideration. Additionally, each response must be numbered and include full text of the DQ being answered prior to each individual response, to clearly indicate to which DQ you are responding.

    Evaluation of each candidate will be based on the content of the answers and written communication skills demonstrated in the SOQ. The SOQ will be the only basis for your final score and rank on the eligible list.
