Job Description and Duties

The office of Crisis Communications and Media relations is seeking a leader and experienced communicator with media relations expertise, a passion for team and state development, commitment to equity and the organizational skills to help drive the team forward.

The Public Information and Media Relations Division holds a high-level responsibility for the security and integrity of publicly displayed information about disasters. Under the direction of the Deputy Director of Crisis Communications & Media Relations, the Assistant Director, CEA will plan, organize, and direct the day-to-day communications and media relations efforts on behalf of the Governor’s Office of Emergency Services (Cal OES).  The incumbent supervises personnel and advises Cal OES management and executive staff on the public relations implication of the department activities.

    Statement of Qualifications
    In addition to the Standard State Applications (STD. 678) and resume, all interested applicants are required to submit a Statement of Qualifications. The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing. The Statement of Qualifications should describe a narrative of your knowkedge and experience relevant to each of the factors listed below; examples must be provided to justify the experience described. You must provide individual responses, numbered and in the following order:

    1.) Describe leadership skills and experience you have developed at a senior management level that have prepared you to supervise a large, multi-skillset communications team.

    2.) Describe your experience developing and supervising the implementation of communications strategies and/or campaigns to promote public awareness amongst diverse audiences, including social media and website communication strategies.

    3.) Describe your crisis communication experience, including your experience serving as an organizational spokesperson and point-of-contact for news media.

    Knowledge and Abilities

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    Examination Information

    The examination process will consist of a Standard State Application (form STD 678), Resume, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your experience and may also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Application, Resume, and Statement of Qualifications may be the only basis for your final score and rank on the eligible list. The most qualified candidates may be scheduled for an interview as part of the examination process if it is deemed necessary in order to make a decision.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
