Job Description and Duties

The California Department of Education (CDE) is currently recruiting for Division Director of the Government Affairs Division (GAD). The Division Director is responsible for advocating with the State Legislature and the Congress to establish or change education policy and funding; to interface with members of the Legislature and Congress and their staff to address educational needs in California; representing the State Superintendent of Public Instruction (SSPI) in all matters pertaining to legislation to the public, governmental entities, and various groups; and supervising staff of GAD.

The Director is also responsible for overseeing the SSPI’s sponsored legislation including bills developed by the SSPI and CDE Team. Under the direction of the SSPI and the Chief Deputy Superintendent of Public Instruction, CDE Division Directors are responsible for developing statewide policies, goals, and objectives for programs administered by the CDE. CDE Division Directors are an integral part of the CDE’s leadership team. The Director develops and recommends departmental and statewide program policies to top CDE management; works with the Executive Team, fellow Division Directors, and other CDE colleagues to ensure that common educational program and administrative goals and objectives are identified and executed in a compatible manner; advocates for legislation and budget proposals affecting the operation and content of the CDE programs, SSPI priorities, and initiatives; presents before legislative committees on behalf of the SSPI and the CDE; serves as a key liaison for the SSPI and CDE to various boards and commissions including, but not limited to other educational sectors; represents the SSPI at meetings with the federal government, local educational agencies, private and non-profit agencies, other state agencies, and the public; and works with CDE program supervisors, administrators, and representatives of other agencies on program administration, policies, and budgets.

    Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of the organizational structure of California’s public education system and both state/federal funding with an understanding of CDE’s role within the system; the organization and practices and processes of the California State Legislature, the U.S. Congress, and state and federal executive agencies involved in the administration of public education; methods of effectively and efficiently communicating with the legislature, the Executive Branch and the public on the most sensitive educational issues; principles, practices, and trends of public administration, public education, organization, budgeting, and management; techniques of organizing and motivating groups; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; and the responsibility of managers for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment.

    The following special personal characteristic is required of the Director for the GAD: understanding and agreement with the current SSPl's philosophies and objectives relating to the structure and operation of California's public schools.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    1. Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of a diverse program.
    2. Experience at the administrative or managerial level developing and implementing educational and/or administrative policies.
    3. Experience at the administrative or managerial level developing, implementing and evaluating broad-range educational and/or administrative programs.
    4. Experience in dealing with a variety of internal and/or external groups on issues of a high profile and/or politically sensitive nature.
    5. Experience developing and maintaining cooperative working relationships with, and securing the support of, internal and external groups (i.e., the Legislature, local, state and/or federal government, stakeholders, etc.) that add value to the organization and to the efficiency and effectiveness of its programs.

The Statement of Qualifications will be the only basis for your final score and rank on the eligible list. 

    The Statement of Qualifications (SOQ) serves as the CEA Examination; no additional examination needs to be completed via CalCareers.

    The Statement of Qualifications must specifically address the desirable qualifications listed above. When responding to these items, applicants must follow these guidelines:

    • The SOQ should be numbered in the same order as the desirable qualifications listed above.
    • The SOQ should be typed in 12-point font, single-spaced, with 1-inch margins on letter sized paper (8.5” x 11”), limited to one page per item and no more than three (3) pages total.
    • Responses should be complete, specific, clear, concise, and include examples.
