Hybrid Telework Opportunity

 

The Department of Health Care Access and Information (HCAI) is the leader in collecting data and disseminating information about California's healthcare infrastructure. Under the direction of the Staff Services Manager I of the Healthcare Payments Data (HPD) Unit, the Research Data Specialist I (RDS I) will serve as the data quality and access specialist and works in partnership with and in support of the Office of Health Care Affordability (OHCA). The HPD Unit, is responsible for the collection of data including medical and pharmacy claims and encounters, member enrollment data, provider information, and claims and encounters for specialty services such as dental and behavioral health. The data supports California cost transparency efforts and informs policy decisions regarding the provision of health care, and the reduction of health care costs and outcome disparities. In a lead capacity, the RDS I will be responsible for contributing to the development and maintenance of the HPD system including collection, analysis, quality control of data, structuring data for presentation, and evaluating requests from internal and external stakeholders seeking access to program data.

In HCAI’s Office of Information Services (OIS) work environment, staff handle confidential patient data. Specific statutes and regulations, and HCAI policies and procedures, govern the collection, storage, disclosure, and use of confidential data. The incumbent is responsible for the safe and secure handling of this data in compliance with these policies and procedures.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Statement of Qualifications Questions

1. Describe your knowledge, skills, experience, and education with data collection, analysis, validation, quality assessment, and visualization. Include any experience with all payer database claims, healthcare insurance claims, or other confidential healthcare data.
2. Describe your knowledge, skills, experience, and education with reviewing research protocols and/or applications for access to sensitive, confidential, or private information. Include any experience with serving as a liaison to internal and external consumers seeking access to data collected by a program or project.
3. Describe your knowledge, skills, experience, and education serving as a lead or subject matter expert relating to a data collection effort or program. Include any experience with providing consultative services for stakeholder engagements, legislative bill analysis, and/or regulation development.


Desirable Qualifications

  • At least 4 years experience with data collection and analysis, including validation, and quality assessment of data.
  • At least 1 year experience with an all payer claims data base.
  • At least 1 year experience with quality analysis of data including medical claims and encounters, pharmacy claims, member enrollment data, provider information, or claims and encounters for specialty services such as dental and behavioral health
  • At least 1 year experience querying data, developing ad-hoc reports, and creating data visualizations using Tableau, Power Bi, etc.
  • At least 1 year experience working with or applying data security, privacy, or confidentiality standards.
  • At least 1 year experience working with industry stakeholders including presenting data to a diverse audience.
  • At least 1 year experience providing subject matter expertise in data collection to inform legislation and/or regulations development.
