Job Description and Duties

The Department of Financial Protection and Innovation is recruiting a Permanent Full-time Information Technology Manager II position within the Information Technology Services Division. This position is to be located at the department’s Sacramento office. This recruitment may be used to fill subsequent vacancies in this position within the next 180 days.

Under the general direction and guidance of the Chief Information Officer (CIO), the Information Technology Manager II (ITM II) serves as the department's Chief Technology Officer (CTO) within the department’s Information Technology Services Division (ITSD). The CTO is responsible for leading ITSD's enterprise architectural unit, network and service desk operations, application development unit, system maintenance and operations (M&O), and plays a pivotal role in supporting DFPI's major programs. This entails managing the development, implementation, and maintenance of digital services and cloud policies and architectural strategies, impacting all DFPI programs and enhancing the overall consumer experience through the DFPI Service Portal. The CTO is responsible for planning, implementing, and maintaining the comprehensive strategic enterprise architecture and policies for the Department of Financial Protection and Innovation (DFPI).

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. CONFLICT OF INTEREST
This position is subject to Title 10, § 250.30 of the California Code of Regulations, the Department of Financial Protection and Innovation’s Conflict of Interest Regulations, the incumbent is required to submit a Statements of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.

Interested applicants must include a copy of their complete transcripts showing completion of required coursework. Foreign Degrees must provide Degree Evaluation to verify U.S. equivalency. Foreign education credential evaluation services can be found at at NACES | National Association of Credential Evaluation Services.

  • Extensive experience encompassing the planning, development, implementation, and maintenance of strategic enterprise architecture and policies.
  • Proven ability to oversee initiatives aimed at enhancing the stability and security of information technology operational services, systems, and infrastructure. 
  • Extensive network, desktop support, and application development experience.
  • Knowledge and experience related to information technology security.
  • Knowledge and experience working on software platforms such as Microsoft CRM dynamics, Servicenow, and Microsoft Azure Open AI.
  • Strong project management experience working on large enterprise scaled projects.
  • Experience in initiating and managing information technology procurements and vendor services contracts.
  • Experience directing and managing technical staff and vendors engaged in various IT functions, including network operations, desktop support, application development, data management, and IT infrastructure.
  • Demonstrated success in providing effective recruitment, development, and retention strategies for IT personnel.
  • Proficiency in administrating policies and procedures related to IT operations and security. 
  • Experience leading enterprise architecture and change management committees.
  • Strong leadership skills with the ability to provide policy direction for the development and implementation of IT policies, standards, processes, and procedures governing IT infrastructure design, development, implementation, and maintenance.
