The California Department of Social Services (CDSS), Disaster Services Branch (DSB) is recruiting an Emergency Services Coordinator (SESC) for the Planning and Preparedness Unit. The CDSS coordinates and leads state resources, as required, to support local, regional, tribal, and non-governmental organizations in the performance of mass care, emergency assistance, and human services missions.
The ESC participates in CDSS planning efforts and supports partner planning efforts. CDSS planning efforts include developing, editing, updating, maintaining, and socializing CDSS mass care and shelter plans. CDSS plans include the California Emergency Support Function 6 annex to the State Emergency Plan, the State Emergency Repatriation Plan, Mass Care and Shelter Guidance for Local Governments During a Communicable Disease Outbreak or Pandemic, and others in development. Support of partner planning efforts includes providing technical assistance; reviewing and evaluating plans; and participating in exercises. Planning partners include the California Governor’s Office of Emergency Services (Cal OES), local governments (tribes, counties, and cities), the American Red Cross, and others.
One of the role’s most important projects is the update, training, and exercise of the State Emergency Repatriation Plan. This project includes grant and contract management and coordination with stakeholders at the federal, state, local, and private level. This role will be heavily involved in upcoming repatriation exercises in southern California.
This role plays an important role during disaster and emergency response. The ESC may act as a liaison for external groups at the federal, state, or local level. Internally, the ESC serves in the Planning Section of the CDSS Department Operations Center.
This role directly contributes to improvement of CDSS and the State of California emergency response by contributing to the coordination, development, and submission of external and internal After-Action Reviews (AARs) with the DSB Training and Exercise team. External reviews represent the CDSS contribution to the Cal OES AARs. Internal reviews include developing and monitoring improvement plans.
This role, and the Planning and Preparedness Unit, support outreach efforts to the CDSS and mass care and shelter partners by coordinating quarterly Disaster Forums and producing a quarterly newsletter.
The ESC is subject to 24-hour on call in the event of an emergency and must be able to respond to a disaster assignment on short notice. The ESC may be required to travel and participate in disasterrelated work, work overtime and potentially work in austere conditions for prolonged periods of time. In addition, the ESC must be willing to monitor a cellular device and respond to electronic mail and phone calls 24 hours a day, 7 days a week, including holidays. The ESC is required to work Monday-Friday, 8:00am to 5:00pm.
