Job Description and Duties

This is the managerial level. Under administrative direction, incumbents have significant responsibilities for formulating or administering organizational policies and programs and for planning, organizing and directing the work of one or more programs or units.

The incumbent oversees the Office of Information Services, Enterprise Data Operations Branch and serves as the department’s Chief Data Programs Officer. Responsibilities include independently planning, organizing, directing, and evaluating the activities of the Enterprise Data Operations Branch. Primary functions include the standardization and alignment of data collection, data management, and data provisioning platforms to support healthcare policy analysis and research. The incumbent maintains oversight of all information assets; applies oversight to support project-level activity; ensures use and governance of data assets in support of the overall business strategy; develops teams, management, and staff to achieve a high level of competence in data program performance, data collection, data management, information architecture, and service delivery; coordinates closely with other teams and programs; and serves as a senior advisor on data policy.

 

The incumbent contributes toward the client-focused and mission-oriented culture of the office by modeling HCAI core values, and by offering constructive feedback to others in the Offices regarding the adoption of those values.

This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information.     Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Examination Information

    The examination process will consist of a thorough evaluation of the applicants State Application (STD 678), resume, and Statement of Qualification (SOQ) along with their application documents. SOQ questions are listed below under Desirable Qualifications. Applications without the SOQ will be eliminated from the examination.

    To be considered for the position, candidates must submit a State Examination/Employment Application STD Form 678, SOQ, and resume along with their application documents. The SOQ is a narrative discussion addressing each of the questions listed in the Desirable Qualifications section of how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. Responses must be typed and limited to four pages, in font not smaller than size 11. The SOQ and responses must be numbered in the same order as listed below; do not consolidate responses. Applications without the SOQ will be eliminated from the examination. An SOQ, resume, and application that does not conform to these instructions/requirements will be given a disqualifying score.

    DESIRABLE QUALIFICATIONS 

    1.Describe your managerial or executive level experience which demonstrates your ability to manage, direct, and formulate organizational policies and programs of a government agency and/or healthcare organization. Describe your experience successfully leading multi-disciplinary teams. Please include your experience and examples of your experience in leadership, supervision, and management.

     

    2.Describe your managerial or executive level experience interpreting, implementing, and communicating complex statewide policies that are sensitive, controversial, or of broad public interest. Please discuss examples of how you served as an advisor on policies to executive staff, appointed boards and committees, or other internal or external stakeholders, and how you used your communication skills, tact, and influence to achieve results and positive impact to the organization.

     

    3.Describe your managerial or executive level experience in development, implementation, and alignment of standards, policies, and procedures of a government agency and/or healthcare organization. Please describe how you ensure policy and operations are aligned with the organization’s strategies and priorities. Please include examples of your experience evaluating these issues and the subsequent application of decisions to program implementation.

     

    4.Describe your experience at the managerial or executive level formulating and implementing positive relationships both internally and externally with stakeholders, clients, management, and executive staff to proactively resolve and address critical issues. Provide examples to demonstrate your experience.

     

    5.Describe what diversity, equity, inclusion, and belonging mean to you and why they’re important. Describe how you led and the development and implementation of organizational policies, procedures, or initiatives that advance equity, both internally and externally to the organization.
