Job Description and Duties

The General Auditor III is is responsible for conducting fiscal and performance audits of foster care Short Term Residential Therapeutic Programs (STRTPs), Foster Family Agencies (FFA),and Transitional Housing Plus - Non Minor Dependents (THP-NMDs), and any other providers who receive AFDC-FC funds statewide to determine compliance with foster care rate-setting, auditing regulations, and with state and federal law.

Telework / Remote Work Information: This position has been designated as eligible for telework and is currently a hybrid position. The position requires in-person attendance at a minimum of one day per week; however, during the training phase of the position, a second day in office day may be required. If operational need dictates any additional days in the office, then advance notification will be provided, when possible. The employee will report to the CDSS Monterey Park office (1000  Corporate Center Drive, Suite 630, Monterey Park, CA) when in-person attendance is required, to attend mandated in-person meetings, trainings, etc. Expenses related to travel to the office for required events are the responsibility of the employee. However, expenses related to traveling to the CDSS Headquarters (Sacramento), will be the responsibility of CDSS. If telework/remote work ends, the position will have to report to the CDSS office in Monterey Park.

The mission of the Fiscal and Provisional Audits Unit within the Program and Financial Audits 
Bureau is to ensure that children placed in foster care group homes, Short Term Residential Therapeutic Programs (STRTPs) Foster Family Agencies (FFAs), Transitional Housing Program - Non Minor Dependents (THP-NMDs), and any other providers who receive Aid to Families with Dependent Children - Foster Care (AFDC-FC) funds are receiving services for which the providers are being paid and to provide assurances for the fiscal integrity of the foster care program. To minimize over-payments, if any, by identifying the actual rate and the associated allowable and/or unallowable expenditures.
