In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
The Climate Investments Branch seeks to ensure that State investments address climate change, advance sustainable and equitable communities, and bring many benefits to Californians. The most competitive candidates should have a strong understanding and experience related to how public policy and investments can achieve multiple benefits, reduce greenhouse gas and air pollution emissions, and benefit under-resourced and disadvantaged communities, low-income communities, and low-income households.
Applicants should demonstrate knowledge of existing climate- and air quality-related legislation, and CARB activities (e.g., Scoping Plan). The APS should have the technical and analytical skills to evaluate policies, legislation, and data, establish and implement procedures, perform accurate analyses, apply research, and develop quantitative and qualitative methods to assess the environmental, economic, and equity benefits of investments. Candidates will be expected to apply these analyses and make recommendations that work for all California Climate Investments programs, while maintaining statutory requirements. Candidates must be skilled with spreadsheet software (e.g., Microsoft Excel) and will be more competitive if they have knowledge of programming or data visualization platforms and techniques.
The candidate must also have strong communication skills, with an ability to speak and write effectively using direct, concise, and non-technical language, including in public presentations, reports, and other materials. Competitive applicants will have experience achieving goals in a public policy environment through professional interaction with other State, regional, and local agencies and a wide range of stakeholders and collaborators such as academic experts, non-governmental organizations, community leaders, and the general public. The applicant will be expected to communicate the requirements and recommendations to agencies that administer California Climate Investments programs with tact, accuracy, and diplomacy.
The selected candidate must be self-motivated and able to work as part of a team and independently, with a positive, mission possible attitude, dedication to the public interest, strategic thinking, creativity, adaptability, pragmatism, and a desire to make original and sustained contributions to CARB. The candidate should be organized, with a strong attention to detail and project management skills that allow them to manage multiple high-priority assignments, keep projects moving forward through a collaborative process, and work quickly and under pressure. Only the most qualified candidates will be interviewed.
