In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1) Excellent verbal and written communication skills, and ability to facilitate conversations with a diverse group of stakeholders.
2) Lead and manage a complex large-scale statewide IT project using project management best practices, agile and waterfall methodologies.
3) Experience working with Software as a Service (SaaS) applications and Commercial-off-the-Shelf (COTS) solutions.
4) Experience managing and leading a matrix team of state employees from different departments, vendor resources, and other stakeholders.
5) Ability to be flexible and creative in a changing environment with competing priorities.
6) Knowledge of Project Management Institute, Project Management Body of Knowledge (PMI PMBOK), CA Project Management Framework (CA PMF).
7) Knowledge of the federal budget cycle and approval processes, specifically the Advanced Planning Document (APD) process.
8) Experience managing State’s budget cycle and approval process and the relationships and dependencies between budgets/fiscal and project operations, procurements, contracts, and reporting.
9) Experience managing state requirements for information technology, administration, procurement, contracting, policies, and regulations.
10) Experience working with the State’s control agencies and decision-making authorities and processes.
