In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Project management knowledge and experience.
2. Knowledge and experience conducting outreach to tribal or disadvantaged communities.
3. Knowledge of PCBs fate and transport processes.
4. Knowledge or experience sampling for PCBs or other contaminants in water, sediment, or biota.
5. Knowledge or experience reviewing, interpreting, or implementing water quality regulations.
6. Experience working with state or federal agencies, non-governmental organizations, or community-based organizations.
7. Experience writing technical reports.
8. Working knowledge of the Clean Water Act, the California Water Code, or State Water Board Policies.
