The Freight Hub Enforcement Section (FHES) within the Enforcement Division is seeking an enthusiastic, motivated, and resourceful Air Pollution Specialist (APS). FHES is responsible for enforcing California’s on and off-road diesel regulations and programs, including the Heavy Duty Inspection and Maintenance Program known as Clean Truck Check, Statewide Truck and Bus, Off-Road Equipment, and Transport Refrigeration Unit (TRU) Regulations. FHES conducts planning, development, and organization of roadside or stationary deployment of Portable Emission AcQuisition System (PEAQS), investigates repair issues and tampering of emission control systems and on-board diagnostics (OBD), and engages in community outreach and environmental justice concerns related to diesel vehicles and off-road equipment.

 

Your primary role will be conducting field inspections and investigations related to heavy duty vehicles and TRUs. You would play a key role in planning and conducting field inspections, ensuring safe and effective operations. Many of the field inspections include deploying CARB's Portable Emissions AcQuisition System (PEAQS), which will remotely screen passing heavy duty vehicle emissions to target the highest emitting vehicles. You will also conduct background research on owners of regulated equipment and make initial compliance decisions. Additionally, you will conduct field inspections of TRUs operating at and around applicable facilities and lead investigations when warranted.You may also assist other teams within the Diesel Programs Enforcement Branch, the Freight Hub Enforcement Branch and, the Field Operations Branch with enforcement and special project assignments as needed.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Telework is available 60% of the time.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)  
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Must be able to move/transport items weighing up to 50 pounds, with or without reasonable accommodation.

The most competitive candidates will have extensive hands-on experience with vehicle emission control systems, vehicle on board diagnostics (OBD), and off-road equipment; field work, and enforcement inspections. The candidate should have a demonstrated history of courteous and professional conduct in the workplace, and knowledge of best practices for engaging with internal and external stakeholders in a professional manner.

 

Other desirable qualifications include: leadership and project planning experience, the ability to work indpendently, experience using computers and a variety of software applications including Microsoft Office, and an interest in community engagement and environmental justice.
