The Enforcement Division’s (ED) Short-Lived Climate Pollutant Enforcement Section (SLCPES) is seeking a highly qualified and motivated Air Pollution Specialist (APS). ED seeks to protect public health by reducing emissions of air contaminants through the fair, consistent, and comprehensive enforcement of statutory and regulatory requirements.

 

SLCPES has primary responsibility for monitoring compliance and enforcing current climate change regulations, such as the Refrigeration Management Program, Landfill Methane Regulation, Mandatory Reporting Regulation, Sulfur Hexafluoride Emission Reduction Programs, and other regulations that may be developed to reduce climate altering pollutants including short-lived climate pollutants, specifically methane, black carbon, and fluorinated gases. Businesses subject to climate change regulations may be audited or inspected to ensure compliance with CARB’s regulations.  Businesses may be checked to ensure that they have reported as required, have installed the equipment as claimed or required, and that they are attaining the emission reductions claimed or required by climate change requirements.

 

The successful candidate will use scientific principles to analyze data and document inspection and investigation findings; analyze collected data, test reports, emissions inventories, and geography and other factors affecting compliance rates with greenhouse gas and short-lived climate pollutant regulations; develop metrics to determine and track compliance rates; prepare inspection and investigative reports that will ultimately lead to corrective action, settlement, or referral to counsel for resolution; properly maintain evidence and case files; review case files to determine accuracy and completeness; brief management and legal staff on findings; handle smaller cases and assist with case prosecution and settlements of larger cases; Travel will be required.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Telework is available 60% of the time.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)  
  • Daily use of a personal computer, office equipment, and/or telephone.
  • Travel will be required.

It is preferable that candidates have a basic understanding of enforcement operations and stationary source greenhouse gas and short-lived climate pollutant emission control strategies and regulations. Candidates must be proficient with Microsoft Office programs, Windows, and statistical analysis; and work flexible hours as needed.
