Job Description and Duties

BCDC is seeking a Senior Environmental Scientist (Supervisory) with experience in climate adaptation planning to oversee BCDC’s Adapting to Rising Tides – Climate Adaptive Planning team.  The Senior Environmental Scientist (Supervisory) will develop and lead a region-wide program that supports local governments and communities in preparing equitable, climate resilient shoreline plans and projects.

The SES (Supervisory) will serve as BCDC’s sea level rise adaptation planning manager. Under general direction of the Assistant Planning Director for Climate Adaptation, the Senior Environmental Scientist (Supervisory) will manage a unit that is responsible for developing sea level rise adaptation tools, guidance, policy, and plans, and legislative proposals on issues of importance to adaptation planning. This will require working closely with local governments, State, federal and regional agencies, other organizations, stakeholders and partners.  The incumbent will supervise and lead a team, manage budgets, oversee consultants and contracts, develop, lead, and manage projects, and act as a consultant internally within BCDC on climate adaptation planning. 

The Senior Environmental Scientist (Supervisory) provides work that requires a high degree of skill in planning, project management, science and data analysis, communication, administrative and budget planning, and problem solving.  Specific tasks may include, but are not limited to, the following:

  • Lead major projects and initiatives related to local and regional adaptation planning and technical assistance to support adaptation planning. Identify the planning needs of local governments in the Bay Area and support the development of local subregional adaptation plans.
  • Lead the development of a suite of tools, best practices, workshops, and other forms of capacity building and engagement to support the above task.
  • Develop a program to review and approve subregional adaptation plans in coordination with BCDC’s laws and policies, pursuant to SB 272 (Sea Level Rise Adaptation Planning).
  • Develop and maintain strong relationships with local governments, CBOs, consultant teams, special districts, and other agencies. Act as a liaison between these groups and BCDC.
  • Supervise and manage a growing team of staff and consultants, including hiring and training, managing staff growth, soliciting for and managing consultant contracts, and coordinating with other teams to advance projects and initiatives.
  • Represent Bay Adapt and the Regional Shoreline Adaptation Plan in various forums, including to senior staff, BCDC’s Commission, the public, other agencies, conferences, and other leadership groups.

Working Conditions

BCDC’s office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with BCDC Telework Policy and Procedures with a two-day per week in-person office schedule.

Department Information

The San Francisco Bay Conservation and Development Commission (BCDC) is a State of California government agency located in the City of San Francisco with a mission to protect and enhance San Francisco Bay for this and future generations. Through its laws and policies, BCDC protects hundreds of miles of shoreline, collaborates with local, regional, state and federal agencies and communities, and facilitates the implementation of the San Francisco Bay Trail and the San Francisco Bay Area Water Trail.

In 2019, BCDC introduced Environmental Justice and Social Equity policies into the San Francisco Bay Plan, which guide all of its activities. BCDC’s Planning Division is a leader in preparing the Bay Area for faster, better and more equitable adaptation to rising sea level, in particular through its Adapting to Rising Tides program and Bay Adapt, a regional strategy for a rising Bay.

The Adapting to Rising Tides Program (ART) is a unit in BCDC’s Planning Division and provides staff support, guidance, tools, and information to help agencies and organizations understand, communicate, and begin to resolve complex climate change issues along the bay shoreline.
