Under the general direction of a Program and Project Supervisor of the Offshore Renewable Energy Planning Unit in the Climate Initiatives Branch of the Siting, Transmission and Environmental Protection Division, the Electric Generation System Program Specialist I (EGSPS I) is required to have a high degree of skill to be able to lead and be responsible for varied, difficult, and complex technical analyses. As a subject-matter expert, the incumbent will perform complicated analytical studies and consultative assignments in the field of electric generation and transmission system planning program areas including, offshore renewable energy integration and reliability, and supporting infrastructure requirements, particularly transmission and distribution system needs.
As the lead for Senate Bill 605, the incumbent will perform analytical studies regarding the feasibility, costs, and benefits of wave and tidal energy, including advanced spatial analyses of the ocean and coastal environment. Also, evaluate transmission infrastructure needs and options, including subsea cables, and transmission planning strategies to develop offshore renewable energy resources and other renewable and zero- carbon resources. Conduct analysis to support the planning, siting and development of energy and transmission infrastructure in an environmentally responsible manner. Work cooperatively with the different Energy Commission program staff involved in electric system infrastructure planning and development activities to improve the deployment of new electric generation and transmission opportunities within the western electricity system and its regulatory structure. This includes the ability to evaluate new and emerging generation, distribution and transmission to advance offshore renewable energy goals and policies, Renewable Portfolio Standard and zero carbon resource targets, and greenhouse gas emission reduction goals, while maintaining a reliable and cost-efficient generation system.
The incumbent will perform complex spatial analyses of the ocean and coastal environment for offshore renewable energy resources, such as wave, tidal, and wind energy and communicate those analyses to the public to support state-led and federal-led planning.

The CEC supports a hybrid workplace model with office-based and remote- centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location, and at least 40 percent of their time from the office headquarters.
