Job Description and Duties

If you desire a rewarding and challenging position in public safety where you can make a difference by using your experience and abilities in management and leadership then this is the position for you.  The California Governor’s Office of Emergency Services encourages you to apply as a candidate for our vacant State Operations Center (SOC) Director.

As the SOC Director this position carries out a variety of managerial and leadership duties over the permanent SOC Incident Support Teams and other teams and staff that rotate in/out of the SOC - all of which are utilized to respond to emergencies and disasters supporting California. This position directs the administration of emergency services programs of multiple sections and areas responsible for planning, preparedness, response, and recovery operations.

In this position you will have the opportunity to help develop and implement strategy and tactics to achieve the incident objectives, coordinating with state and federal agencies, local and non-profit partners and provide guidance and support to other state agencies in response efforts.

This position is in the Response Operations in Mather. 

DMV Pull Program

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the State Operation Center (SOC). Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support statewide disaster response efforts. 

The current SOC at the Cal OES has been a model for local governments, other states, the private sector and non-profit organizations since it was built in 2001.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

SOQ Format Instructions:The SOQ shall be no more than two pages, single-spaced in 12-point Arial font. 

PLEASE ANSWER THE FOLLOWING QUESTIONS:

1. Describe your experience demonstrating strong supervisory leaderships skills coordinating response and recovery operations to a natural or human caused emergency or disaster event.

2. Within the Incident Command System (ICS), multiple agencies and organizations work together to manage disaster incidents. Please explain in detail an example where you worked with or managed multi-agency or multi-organization operations.  (Organizations allow for public, private and non-profit entities)

Desirable Qualifications

  • Five years or more of emergency management training and direct work experience in public, private, or non-profit organization(s).
  • Possessing current emergency management degrees, credentials or certifications from accredited colleges, universities, or organizations such as but not limited to the California Specialized Training Institute (CSTI); FEMA Emergency Management Institute (EMI); California Emergency Management Association (CESA); and/or the International Association of Emergency Managers (IAEM).

  • Solid technology background with direct work experience utilizing Microsoft suite of software products (Word, Excel, Power Point, Access, Mail) or other.

Program Manager III, Office Of Emergency Services Exam - 2146

Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months. 

The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
