About this Role:

Under the general direction of the Staff Services Manager II, the Staff Services Manager I (Specialist) (Legislative Coordinator) may be assigned any combination of program areas in Health Care Benefits and Eligibility, Health Care Delivery Systems, Health Care Financing and Behavioral Health; and Policy & Program Support areas such as Information Technology, Legal Services, Audits & Investigations, Program Operations, and Enterprise Data and Information Management. Assignments are based on the expertise of the incumbent and the critical nature of legislative issues in the areas of legislative priority for DHCS during a legislative session. The Legislative Coordinator represents DHCS at legislative committee hearings, responds to questions and proposed amendments, and coordinates the development of DHCS testimony at "fact-finding" hearings. Statement of Qualifications Requirement Section

Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.

The SOQ must be typed, titled “Statement of Qualifications”, and each response must be numbered and list all relevant experience, education, and training, including places of employment, dates, and duties performed. The SOQ must not exceed two pages in length, use Arial font no smaller than 11 point.

  1. What knowledge, skills, abilities, and legislative experience do you have that would make you a successful legislative coordinator at the Department of Health Care Services? When citing past experience, please include the name of the employer, your title and classification, and the dates you worked in the position.
  2. Please describe a situation where you demonstrated effective communication skills. Please include relevant information and background on the situation, what actions you took, and the result/outcome.

Telework Information

This position may be eligible for telework up to two days per week and is required to report in-person and site-based a minimum of three days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
