Job Description and Duties

This job posting is for a Career Executive Assignment (CEA) examination. The CEA examination uses an alternative examination and selection process for filling specified positions.

This examination requires applicants to submit a Statement of Qualifications (SOQ) which must include responses and specific examples related to the Desirable Qualifications listed. This position is located in Sacramento with part-time telework available. Moving and relocation expenses will not be reimbursed for this position.

Under the general direction of the Chief Information Officer (CIO), the Career Executive Assistant (CEA) B serves as the Digital eXperience Platform (DxP) Project Director and head of the Modernization Project Office. The incumbent provides executive and strategic leadership to direct, manage and support DMV's modernization projects with updated technology broadly supported by the industry. The CEA B recommends, develops and administers the DMV's modernization applications and infrastructure and will direct the formulation and implementation of new technology services to meet the future needs of the DMV.

This position may be subject to allocation approval by the Human Resources Branch and/or Department of Finance approval.

Department Information

The Department of Motor Vehicles (DMV) is a recognized leader in public service and has existed for over 100 years. The DMV is responsible for registering approximately 36 million vehicles in California, serving 30 million driver license and identification card holders, collecting over $11 billion in annual revenue. The DMV also maintains and oversees many other functions. The DMV provides quality licensing and motor vehicle-related services in its field offices located throughout California and online at www.dmv.ca.gov.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  1. Describe your experience in formulating and implementing policy related to statewide information technology (IT) business processes and programs.

  2. Describe an enterprise IT modernization project where you directed, analyzed, and developed complex project plans and budgets to ensure the project was completed on time and within available resources. Please explain the project, budget, your roles, and the steps you took to achieve a positive outcome.

  3. Describe your experience in reviewing operational performance as it pertains to meeting specific objectives and goals; and your demonstrated ability to train staff on changes to policies, procedures, and laws.

  4. Describe your demonstrated ability to collaborate with stakeholders to develop and implement policies that provide guidance to ensure the projects that you are working on will have a successful outcome, and what your mitigation strategy would be if the intended outcome is not successful.

  5. Describe your demonstrated ability to establish and maintain effective working relationships on behalf of a department with representatives from all levels of government, various organizations, and the public.

  6. Describe your demonstrated decision-making abilities, including your demonstrated ability to analyze and solve complex problems and issues, and your demonstrated ability to make decisions involving varied levels of ambiguity and risk.

  7. Describe your educational background and primary course of study, and how they relate to the duties of this position.

Examination Information

The Statement of Qualifications will be reviewed and rated by an examination panel. Candidates will be competitively ranked according to their qualifications using predetermined evaluation criteria consistent with the minimum and desirable qualifications for the position. The department may elect to consider new applicants in addition to those previously screened.

Applicants who fail to follow the Statement of Qualifications Instructions and/or fail to provide the required application documents will receive a failing score from this examination process.

Statement of Qualifications Instructions:

 

  • Must be clearly titled "Statement of Qualifications" at the top of the first page.
  • Must number and restate verbatim each Desirable Qualification statement before the corresponding response in the same order as listed on this job posting.
  • Must include specific examples addressing each of the Desirable Qualification statements.
  • Must be typed with font no smaller than Arial 10 point.
  • Must be no more than three (3) pages in length (one 8 ½” x 11” paper with print on front and back is considered two [2] pages).
  • Margins must be no less than half (.5) inch.
  • Resumes do not take the place of the Statement of Qualifications.

Eligible List Information

The results of this examination will be used only to fill the position of CEA B, DxP Project Director, Enterprise Modernization Project Branch, Information Systems Division with the Department of Motor Vehicles and may be used to fill subsequent vacancies for this position for a period of up to 12 months. Examination/Employment Applications (STD. 678) and Statement of Qualifications will be retained for 12 months. The Department of Motor Vehicles may elect to consider new applicants in addition to those previously screened.
