Job Description and Duties

Under the general direction of the Chief Deputy Legislative Director (Staff Services Manager III) and the guidance of the Senior Deputy Commissioner/Legislative Director (Exempt), the SSM I will serve in a non-supervisory role as a legislative expert on highly complex, sensitive, and crucial matters related to the administration of the Department of Insurance's legislative program.

Job specific tasks may include:

  • Preparing and providing testimony for CDI-sponsored legislation before legislative committees or other hearings.
  • Communicating with tact, discretion, and diplomacy with the author’s office, sponsors, and other related parties.
  • Staffing CDI-sponsored legislation to further the mission and goals of the Department.
  • Tracking, reviewing, and analyzing bills; and advising on the potential impact of legislation on the Department.
  • Engaging with internal and external stakeholders to gather the most detailed understanding of a bill’s impact on the department.
  • Writing and submitting position letters and other background information pertaining to pending legislation.

Working Conditions

Work Environment:

  • This position is remote centered and telework may be available; however, this position is headquartered in downtown Sacramento. Employees will occasionally be required to report to their headquarters location or attend hearings at the Capitol.  Some travel/overnight may also be required as needed.
  • Appropriate dress for the office environment and occasional interactions with the Governor's Office, Department of Finance, Legislature, regulated entities, and consumer group representatives.
  • Daily repeated use of personal computer, keyboard, mouse, camera for virtual meetings, office equipment, telephone, and related software applications. This position is provided with a Department-issued laptop and cell phone.

Physical Abilities:

  • Lift, carry, or otherwise transport documents and related items to meetings and other public appearances.
