Job Description and Duties

This position offers a unique opportunity to work with an exciting industry, excellent staff and be part of a small, yet productive work environment. The incumbent will be an integral member of the California Gambling Control Commission (Commission) and will have the opportunity to interact with a multitude of stakeholders and to shape policies and procedures that will make a statewide impact.

Under the administrative direction of the Commission’s Executive Director, the Deputy Director of Legislative and Regulatory Affairs is responsible for the development and management of the Commission’s fast-paced legislative and regulatory program; representing the Commission before legislators, legislative committees, the Legislative Analyst’s Office, the Governor’s Office, State control agencies, local and Tribal government, and stakeholder groups; and advising the Commissioners and Executive Director on legislative and regulatory matters. The Deputy Director of Legislative and Regulatory Affairs is a member of the Commission's Leadership Team and is influential in the construction and implementation of Commission policies and programs. The Deputy Director is an active participant in the development, implementation, and championing of the Commission’s Strategic Plan and ensures the Legislative and Regulatory Affairs Division’s objectives are in alignment with the Commission’s mission, vision, values, and goals. The Deputy Director of Legislative and Regulatory Affairs acts as the primary legislative and regulatory advisor to the Commissioners and Executive Director on the political implications of policy and program proposed changes.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

1. Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the Department’s or Agency’s Equal Employment Opportunity (EEO) objectives; and an administrator’s role in the EEO program

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience at the managerial or supervisory level in the development and implementation of policies and procedures relating to specific departmental programs.
  • Experience in managing professional and technical staff in a fast-paced enviornment in order to advance the completion of tasks and activities associated with goals and objectives of a regulatory program.
  • Experience developing and maintaining cooperative working relationships with, and securing the support of, internal and external groups (i.e., the Legislature, local, state and/or federal government, the gaming industry, stakeholders, etc.) that add value to the organization and to the efficiency and effectiveness of its programs.
  • Experience presenting issues before the Legislature, local government, State Boards or Commissions, various control agencies, other State agencies, stakeholders and/or the public.
  • Ability to maintain successful interpersonal relationships in a highly charged political environment.
  • Ability to work in politically sensitive areas, under significant pressure and short time frames, with diplomacy and sound judgment.
  • Experience interpreting statutes and regulations.
  • Knowledge of the State Regulatory process.
  • Strong interpersonal and mentoring skills.
  • Strong and effective verbal and written communicator with superior leadership skills.

Examination Information

The Statement of Qualifications (SOQ) will be the only basis for your final score and rank on the eligible list. The SOQ is a narrative description of how an applicant’s education, experience, knowledge, skills and abilities meet the qualifications for this position. Each applicant must complete and submit his or her SOQ responding to all factors listed in the Statement of Qualifications section.

The SOQ will be evaluated based on the quality of examples provided with each question. The SOQ serves as the examination for this CEA recruitment and shall be the basis for the candidates final score and rank on the eligibility list. Based on the panel's evaluation of the competitive group, interviews will be conducted with only the most qualified candidates. Each candidate will be notified in writing of his/her examinations results. Applications without an SOQ or incomplete SOQ’s will be eliminated from the examination.

Length of List Eligibility

The results of this examination will only be used to fill the position  of Deputy Director, Legislative and Regulatory Affairs Division - CEA A and may be used to fill subsequent vacancies for this position for a  period of up to 12 months. The department may elect to consider new  applicants in addition to those previously screened.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
