Job Description and Duties

Under the general direction of the Executive Director, the Deputy Director of Climate Finance is responsible for managing all Climate Catalyst Revolving Loan Fund (CCRLF) Program credit underwriting and related servicing activities; managing the development of the structure, guidance, policy formulation, procedures, and direction; successful implementation of IBank’s financing and programmatic activities; and marketing the CCRLF and its programs for the California Infrastructure and Economic Development Bank (IBank) within the Governor’s Office of Business and Economic Development (GO-Biz). The CCRLF provides direct loans, loan participations and credit enhancements to private borrowers, small businesses, and state and local governmental entities. The incumbent’s duties are detailed further below.

Working Conditions

Remote: This position is eligible for a full-time telework schedule under Government Code 14200 for eligible applicants residing in California but may require reporting in-person at headquarters in Sacramento upon request.

Department Information

The California Infrastructure and Economic Development Bank (IBank) was created in 1994 and operates pursuant to the Bergeson-Peace Infrastructure and Economic Development Bank Act contained in the California (Government Code Sections 63000-63089.98) et seq. IBank is located within the Governor’s Office of Business and Economic Development (GO-Biz) and is governed by a five-member Board of Directors.

IBank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public and private agencies, provide credit enhancements, acquire or lease facilities and leverage state and federal funds.
