Job Description and Duties

Hybrid Telework Opportunity

This is a Governor appointed position and applicants are required to complete the online application form selecting the relevant job title at

Under general direction from the Director and Chief Deputy Director, the Deputy Director for Legislative and Governmental Affairs is responsible for managing the Department’s legislative program; serves as the principal advisor to the Director and Chief Deputy Director on all matters of legislation that may impact the Department and any related policy implications; develops and implements statewide health policy through the legislative process; presents legislative recommendations to the Director and the Agency Secretary; manages relations with healthcare and governmental stakeholders and serves as an executive level legislative liaison between the Department and the California Health and Human Services Agency (Agency), the Governor's Office, the Legislature, and other policy and governmental stakeholders; coordinates policy development and responses for the Department in the state budget process; supervises, directs and leads the Legislative Affairs Unit; and works collaboratively with the Executive Management Team to administer enterprise strategic governance and advance the HCAI mission and goals.

The Legislative Affairs Director position is exempt from civil service and is located in Sacramento, California.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience providing legislative recommendations, alternatives and insight on highly sensitive bills that shape and influence health care access in California.
  • Experience coordinating bill analyses with a department and Agency to ensure submittals conform to strategic goals, objectives, and policies.
  • Experience representing a department before Agency, Governor’s Office, Legislature and other policy stakeholders on legislative matters.
  • Experience meeting with bill authors, proponents, stakeholders, staff consultants and members of the Legislature to present a position and influence bill language.
  • Experience providing strategic planning and policy direction on emerging organizational/department issues.
  • Experience establishing, promoting, and maintaining cooperative working relationships with representatives of all levels of government, the public and stakeholder groups and a consultative approach to problem solving and the ability to facilitate coalition building.
  • Experience formulating strategies and initiatives to ensure actions by a department promote health equity and ensure integration of equity into a department’s planning processes, strategic goals and key performance indicators.
  • Experience developing, implementing and informing new and existing policies and procedures, particularly on strategic and operational issues with direct departmental and/or statewide impact.
  • Ability to think strategically and creatively, work well under pressure, and meet deadlines.
  • Experience with public speaking and ability to deliver speeches and presentations on sensitive, technically complex matters, in front of diverse audiences including but not limited to the public, legislature, committees, and stakeholders.
  • Experience serving as a key member of a department Strategic Governance Team to formulate strategies and initiatives to ensure actions advance the strategic goals and key performance indicators.
