The California Central Valley Regional Water Quality Control Board’s Sacramento office has an opening for an Environmental Scientist performing duties related to the Water Quality Certifications Program with a focus on education, compliance, and enforcement, under the Title 27/Non-15 Unit. The position is located at 11020 Sun Center Drive, Suite 200, Rancho Cordova, CA 95670.

Duties:

Under the close supervision of a Senior Engineering Geologist and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The incumbent will perform professional duties related to the Water Quality Certifications Program of the Central Valley Regional Water Quality Control Board. This work includes field investigations, education and outreach, compliance evaluation, enforcement, technical assistance to project proponents, desktop and field verification of aquatic resource delineation reports, permit development including preparation of 401 certifications and waste discharge requirements, preparation of either informal or formal enforcement Orders, and participation in meetings with Central Valley Water Board staff, other state agencies, federal agencies, local governments, watershed groups, applicants, consultants, and the public. Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Excellent communication skills, both written and verbal.
  • Experience with preparation of scientific reports, memos, permits and/or technical and enforcement documents.
  • Experience educating people, public speaking, and engaging in public participation/outreach efforts.
  • Experience working with a multi-disciplinary, multi-agency professional team.
  • Experience and knowledge of surface water quality regulation, including the development of water quality-based effluent limitations and permit provisions in permits and/or certifications that implement provisions of the federal Clean Water Act.
  • Knowledge of hydrology fate/transport of chemicals in the environment.
  • Experience conducting field water quality sampling and/or aquatic resource delineations.
  • Experience reviewing and working with water quality data, scientific reports, and technical documents.
  • Ability to manage, organize, and set priorities on assignments and meet deadlines.
  • Experience overseeing the development of draft permits, formal enforcement actions, and/or general orders for public review.
