About this Role:
The Chief, Managed Care Quality and Monitoring Division (MCQMD), Career Executive Assignment Level B, is responsible for leading compliance-related activities for the state’s Medi-Cal managed care plans (MCPs). These activities include but are not limited to, developing and implementing policies, establishing standard operating procedures, engaging in continual improvement efforts, providing technical assistance, and conducting risk analysis for MCP audit programs in partnership with DHCS’ Contract and Enrollment Review Division.
Additionally, key areas that the Chief, MCQMD, has direct oversight for include timely access to care, network adequacy, and California Advancing and Innovating Medi-Cal (CalAIM) initiatives such as Medi-Cal Community Supports, which is focused on addressing equity and health-related social needs such as housing and medically tailored meals.
The Chief, MCQMD, drives compliance efforts for MCPs with federal managed care regulations and statutes, state statutes and guidance, DHCS contracts, and other guidance, including All Plan Letters.
The Chief, MCQMD, collaborates with DHCS Executive Staff, internal partners, and external stakeholders, including MCP partners, providers, advocacy groups, state and county officials, the state Legislature, and the federal Centers for Medicare and Medicaid Services to carry out Division objectives.
The Chief, MCQMD, works under the general direction of the Deputy Director (DD), Health Care Delivery Systems, and is a member of DHCS Executive Staff.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually by April 1, and upon leaving office.
