Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by being responsible for the overall management and workflows of the Newborn Screening (NBS) Logistics Unit in the Genetic Disease Screening Program (GDSP). The position also supports the GDSP mission, which is to reduce the emotional and financial burden of congenital and inherited disorders in California. The incumbent provides direct supervision to Unit staff tasked with reviewing daily reports and liaising with Newborn and Prenatal Screening (NAPS) laboratories, troubleshooting NBS case management, and fulfilling supply orders, records requests, and user identity management for all GDSP applications. The HPM I has extensive knowledge of Program protocols and policies. Activities include oversight of NBS daily operations for specimens at NAPS laboratories and cases managed at NBS Area Service Centers (ASCs). Additional responsibilities include contract and personnel oversight.

 

The incumbent works under the general direction of the Health Program Manager II, Chief of the Newborn Screening Section.

Working Conditions

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
