Job Description and Duties

Hybrid Telework Opportunity

Under the general direction of the Deputy Director of the Office of Administrative Services (OAS), the Staff Services Manager III is responsible for leading strategic planning and policy development crucial to advancing the Department's overarching business objectives. With a focus on Business Services, Accounting, and Budget Offices, the Chief Financial Officer (CFO) oversees critical functions including budgetary planning, grant management, accounting operations, and business services. This role entails crafting and executing strategies aligned with the Department's broader mission and strategic direction, ensuring sound financial management practices that support organizational goals and regulatory mandates.

This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information.  Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.     A Statement of Qualifications (SOQ) is required.
    1. Share examples of your deep knowledge and hands-on experience in managing tasks like general accounting, budgeting, reimbursements, financial systems, financial planning, and contracts.
    2. Describe any experience you have in creating and rolling out new ideas or changes in financial processes, such as implementing new accounting or budget systems or introducing major financial systems or controls.
    3. Give examples of how you have worked closely with key stakeholders and collaborated with staff and management at all levels to explain complicated financial issues in a way that non-financial audiences can easily understand.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience and demonstrated ability to oversee a section and contribute to policy development. Decision making experience, leadership in overseeing sections, creating innovative policies, driving decisions aligned with strategic departmental goals.
  • Knowledge of accounting, finance, internal controls, enterprise risks, and regulatory environments; standards used in production of financial statements and reports; generally accepted accounting principles, standards and guidelines issued by the Financial Accounting Standards Board (FASB), the Governmental Accounting Standards Board (GASB).
  • Experience engaging with executive level management and staff and control agencies.
  • Experience working with comprehensive budget management, accounting, and business services. Ability to analyze complex financial data, forecast trends and provide high level insights for strategic decisions.
  • Experience with recruitment, development and supervision of staff in the continuous improvement of operations, quality control, and compliance with state and federal laws, regulation, policies.
