Job Description and Duties

Hybrid Telework Opportunity

The incumbent serves as a technical lead within the eServices Development Group (eSDG), Information Technology Operations Branch (ITOB).  The incumbent will be part of a highly skilled technical team that delivers enterprise IT solutions which supports and enhances the Department of Health Care Access and Information’s (HCAI) core services.  The incumbent is expected to be highly motivated and capable of working within a fast-paced IT environment.  The incumbent will be expected to learn quickly, adjust to changing circumstances, communicate effectively to staff and management, and provide valuable customer service.

The incumbent serves as an application developer throughout the software development lifecycle.  The incumbent leads technical teams through design, testing, implementation, and support of HCAI’s most complex system architectures and electronic information processing systems.  These systems are typically multi-tiered, object-oriented, web-based applications. The incumbent researches and evaluates emerging technologies, providing detailed analysis and proposals for possible enhancements and optimization improvements.

Under direction, incumbents may perform a wide variety of tasks requiring regular, innovative problem solving within broadly stated and non-specific guidelines.  The scope typically includes multiple program areas and involves planning, developing and implementing technological solutions that are essential to the missions of the overall organization or affect large numbers of people on a long-term or continuous basis in the Software Engineering or System Engineering domains.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • 3+ years of hands-on experience in developing ASP.NET web applications using C#, .NET framework/Core, SQL and Azure cloud
    • 3+ years hands-on experience with MS SQL Server, Advanced Queries, Stored Procedures, and Custom Functions
    • 2+ years of hands-on experience in working with COTS based cloud solutions such as Dynamics, Accela Automation, OutSystems, etc.
    • 2+ years of hands-on experience working with JSON and XML serialization.
    • Knowledge developing and consuming Web Services, Micro Services and/or API's within the Microsoft .NET Framework.
    • Experience with DevOps practices and tools like Azure DevOps & GitHub, including continuous integration and continuous deployment.
    • Knowledge of SQL Server Reporting Services and/or Power BI.
    • Strong experience providing operational support with ability to manage and track incidents, troubleshoot, and prove resolutions.
    • Excellent verbal and written communication skills including the ability to produce IT documentation.
