Job Description and Duties

The Office of Data and Innovation (ODI) is looking for a Chief Innovation Training Officer who is passionate about training staff statewide to empower them and who is mission-driven, creative, and excited about helping state teams meet the challenges of modern service delivery, exceptional customer experience, and data collection and insights.

 

You will lead ODI’s CalAcademy Team, including experts in curriculum design and adult learning theory. Our team is curious, creative, and driven to empower state teams with the skills they need to deliver an excellent customer experience to the Californians they serve. You will measure both training and learner success to drive ongoing improvements. You'll bring a deep understanding of adult learning theory and curriculum design, and you’ll partner with subject matter experts across a variety of fields to develop courses for a diverse range of learners. You're a leader who will create a collaborative, supportive, and encouraging work environment. You value empathy towards everyone, including the public, co-workers, and partners across government.

 

You’ll lead a statewide program from development to execution and ongoing roadmap to identify, research, and publish statewide service delivery equity standards. You’ll partner with subject matter experts to create and deliver the curricula needed to empower state staff to meet those service standards. Beyond the standards-based training, you will also identify, prioritize, develop, and deliver statewide training for innovative skills including service delivery, customer experience, human-centered design, and data best practices. Internal to ODI, you’ll own both mandatory training administration as well as our professional development program.

 

You're a courageous self-starter who can build impactful programs from the ground up, ensuring performance measurement across all stages to inform improvements and iterations. You’ll look at the California public sector, academia, and industry to identify opportunity areas for upskilling and empowering state teams. You’ll commit to making ODI’s training offerings accessible, using plain language and offering an assortment of training delivery modalities. You'll show state partners how CalAcademy’s offerings prepare their teams to deliver the best possible version of their programs to the Californians they serve.

 

ODI staff reside throughout California. This position provides telework opportunities in accordance with agency telework policies. ODI is currently operating in a hybrid work environment with staff reporting to the office 2 days a week to Sacramento headquarters.

Special Requirements

A Statement of Qualifications (SOQ) is required. The examination process for this position consists of a Standard State Application (form STD 678), Resume, and SOQ evaluation. The SOQ will be used to evaluate how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing. SOQs must be no more than three (3) pages in length, and typed using no less than 12-point Arial font. The SOQ must address the following questions and in order listed below:
  1. Describe a training program or curriculum you built and executed. Include what the outcomes were.
  2. Based on the duty statement for this role, how would you begin to implement ODI’s mandated statewide training program in user research, design, service delivery, and data practices that will enable the state workforce to better serve Californians? What would be your strategy for the first six months?
  3. Describe your management style when working with and leading a team that must frequently partner with subject matter experts in other divisions (and/or other departments). In your response, describe your experience fostering an inclusive work environment, staff development, collaboration, teamwork, and constructive resolution of conflicts.
  4. Describe your experience as a team leader working within a larger organization, including carrying out a division’s mission and vision, and effectively leading a team toward meeting strategic goals.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • At least 5 years of experience in applying adult learning theory to curriculum development and delivery
  • At least 5 years of experience in a supervisory role demonstrating insight and experience related to team development, training, performance evaluation, and staff professional development.
  • Proficiency in software tools relevant to designing, developing, recording, and delivering curriculum both live and on-demand; tracking and analyzing course and learner performance to improve future delivery and outcomes; and administrative tracking of professional development coursework.
  • Ability to develop and implement the program policies and procedures to develop and upskill staff statewide in innovation, service delivery, human-centered design, and data best practices.
  • Demonstrated ability to make strategic decisions that align with the Administration's priorities, as well as organizational goals and objectives, considering both short-term priorities and long-term implications.
  • Demonstrated ability to partner with subject matter experts in data and/or design to develop curricula; demonstrated partnership with leaders in the public and private sectors to effect change.
  • Experience leading initiatives to drive innovation, including the research, development, delivery, and enablement of statewide standards and programs; and policy and program development for high-impact innovations such as emerging technologies.
  • Demonstrated ability to lead and develop curricula that demonstrate cultural competency, implement best practices in adult learning, and are developed and delivered in varying ways to accommodate learning differences and preferences.

Examination Information

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
