Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

Under the direction of the Executive Director/Chief Administrative Law Judge (CEA C), the incumbent is the Chief Information Officer (CIO) and is responsible for all facets of Information Technology (IT) necessary to meet the Department's mission and strategic business objectives.  The CIO has the highest level of governance responsibility for guiding and directing the effective use of technology within the Department. This includes responsibility for complex analysis, design, development, and implementation of new systems and applications, and/or changes to existing systems, network infrastructure, computer operations, information security, hardware and software acquisition, and custom software systems design and implementation. The CIO is a member of the executive management team and has an essential role in department-wide strategic planning, including overseeing the development of California Unemployment Insurance Appeals Board's (CUIAB) IT Strategic Plan.  This position has supervisory responsibilities.

Department Information

Created by the Legislature in 1943, the California Unemployment Insurance Appeals Board (CUIAB) is an independent administrative court system for workers and employers seeking to challenge decisions made by the Employment Development Department (EDD). Appeals are the first opportunity for all parties to present evidence and tell their side of the story before an Administrative Law Judge (ALJ) and have that ALJ decide the case. The ALJ's decision may be appealed to a five-member Board appointed by the Governor and the Legislature. The Board's decision is final, unless overturned by the California Superior Court.

Statement of Qualifications Requirements

  1. You would be responsible for managing and leading multi-disciplinary staff in a broad range of information technology subject areas.  Provide examples from your work experience that demonstrate your ability to manage and lead core information technologies services functions, including information security, infrastructure, client services, procurement, and application development.
  2. Describe a time that you led an effort to plan, organize, direct, and implement a large-scale IT effort across a state-level department or entity of equivalent size.  What steps did you take to execute the effort and list specific ways that you managed differing perspectives.  
  3. What strategies do you use to ensure key information about organization change management projects are effectively communicated throughout a department?  How do you ensure that employees are prepared for these changes and are able to adopt new technologies and processes?
  4. Describe a project where you were responsible for managing external vendors.  In your response, provide specific details about the strategies you used to maintain productive vendor relationships, monitor progress, and address any challenges that arose.  How did you personally ensure the project was delivered on time and within budget?  Please also include examples of any obstacles you encountered and how you overcame them.
  5. Please describe your experience in developing, implementing, and managing the information technology and policies to meet the state, federal and/or industry standards and best practices.
