Job Description and Duties

The Lahontan Regional Water Quality Control Board’s Compliance and Planning Division has an opening for a Senior Environmental Scientist – Supervisor in the Non-Point Source Unit. The position is located at 2501 Lake Tahoe Blvd, South Lake Tahoe, CA.

Duties:

Under the general direction of an Environmental Program Manager I (Supervisory) and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the incumbent will provide Senior level responsibility and oversight of NPS Unit staff in making policy recommendations, providing technical expertise, evaluating and drafting environmental documents, and performing sensitive assignments related to NPS water quality issues throughout the Lahontan region and the Lake Tahoe Basin. The incumbent is expected to be courteous and to provide timely responses to internal/external customers, to follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

Non-Point Source (NPS) Program Oversight and Management
The incumbent will provide technical support and oversight of NPS Unit staff working on the development and/or review of monitoring plans, monitoring programs, and monitoring requirements in the Lake Tahoe Watershed, including the shore zone and nearshore. The incumbent will provide support and direct oversight of elements of the Lake Tahoe TMDL Management System and will prepare Lake Tahoe TMDL program management related annual reports in coordination with the Nevada Division of Environmental Protection (NDEP). The incumbent will provide technical support and oversight of NPS Unit staff during implementation and management of the Lake Tahoe TMDL and compliance with the Lake Clarity Crediting Program as part of the Tahoe Municipal NPDES Stormwater permit. The incumbent will coordinate directly with the Regional Monitoring Coordinator to assess/evaluate ongoing monitoring efforts, research contracts, developing research, coordination with interagency partners, and response to harmful algae blooms and other water quality concerns related to public health throughout the Lahontan Region. The incumbent will develop and track progress in implementing the Lahontan Region’s grazing regulatory strategy and oversee NPS Unit staff work associated with compilation and statistical analyses of data to track and evaluate water quality trends associated with grazing activities. The incumbent will support staff in completing tasks of the NPS Unit, including but not limited to establishing and implementing watershed specific grazing waivers; tracking and reviewing environmental assessments; planning and policy documents; tracking and reviewing grazing management plans; and taking appropriate enforcement actions in accordance with the State Board’s NPS Program Implementation and Enforcement Policy. The incumbent will function as the NPS program manager, or alternate, by attending and participating in NPS roundtable meetings; compiling and reporting on NPS activities and accomplishment to State Water Resources Control Board and USEPA; and drafting annual and multi-year work planning documents in coordination with other regional and State Board NPS staff. The incumbent will oversee NPS Unit staff work and engage in senior level work associated with application review, contract development, and grant management of 319(h) grants in coordination with State Water Resources Control Board and USEPA. Duties may include coordination, facilitation, and management of other grant/loan program outside of the 319(h) program that are administered by the Water Boards.
