Job Description and Duties

The California Coastal Commission is offering an exciting opportunity to oversee the regulatory and planning work of the Statewide Planning Unit. The Statewide Planning Unit conducts comprehensive planning, policy research, and analysis related to a wide range of coastal resource and land management issues; develops resources and guidance related to climate change, coastal resiliency, sustainability, and other emerging statewide issues; and coordinates with other state, local, and federal agencies on planning and policy matters. The unit is also responsible for development and implementation of staff training and professional development programs through web-based training tools.

This is a supervisory position with broad responsibilities for analyst supervision and personnel oversight, oversight of the Statewide Planning Unit’s records and staff training programs, general administration of Local Coastal Program planning and permit regulatory work in the Statewide Planning Unit (with a focus on wildfire, sustainability, lower cost visitor-serving uses, public access, and other emerging statewide issues) including project management, coordination with other agency units (e.g., legal, enforcement, technical services), participating in agency-wide senior staff meetings and coordination, and external communications outside the agency.

The duties of the Coastal Program Analyst III may include but will not be limited to the following:

  • Supervise a team of environmental scientists, professional planners, and support staff responsible for the collection, analysis, evaluation, and dissemination of information and guidance on statewide coastal planning and policy matters.
  • Supervise work on emerging issues and special projects, including those related to   sustainability, fire prevention planning, lower cost visitor-serving uses,  public access, and climate change.
  • Prepare statewide training materials and provide professional assistance and training support to District staff regarding emerging policy issues, issues of statewide importance, and various aspects of the regulatory program.
  • Assist with statewide coordination of the Commission’s planning and policy work across Commission district offices and units.
  • Oversee tracking and reporting on statewide LCP workload related to LCP certifications, updates, amendments, and other regulatory matters.
  • Prepare updates and presentations related to development and implementation of the Commission’s Strategic Plan.
  • Prepare staff reports and give presentations at Coastal Commission hearings.
  • Coordinate and conduct local government outreach; workshops and webinars; and other communication, information, and training activities related to planning, policy, and regulatory matters.
  • Represent the Commission before various board and commission hearings, regional and local governing bodies and private interest groups. Participate in task forces, conferences and various meetings as needed.
  • Oversee the Commission’s open space Offers to Dedicate (OTD) program.
  • Gather data and prepare reports on various matters related to the Coastal Commission’s mission.

Working Conditions

This position may be located in any of the Commission’s district offices: Arcata, San Francisco, Santa Cruz, Ventura, Long Beach or San Diego.

The California Coastal Commission is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with The California Coastal Commission’s Telework Policy and Procedures with a minimum 2 day in-person office work week.

Desirable Qualifications

  • Knowledge of supervisory techniques and the ability to effectively plan, motivate, and organize the work of others.
  • Knowledge about the Coastal Act, environmental impact analysis and regulation, land use planning in California and the means of implementing Local Coastal Programs, such as zoning and other legal and regulatory processes.
  • Familiarity with the functions and relationships of federal, state, regional, county, and city governments and special districts.
  • Ability to critically analyze information; creatively explore alternative approaches; and develop defensible policy positions.
  • Excellent communication skills and the ability to write accurate, complete, and concise staff reports and correspondence.
  • Significant experience working with LCPs and CDPs.
  • Ability to work cooperatively with other local, state, and federal agency officials.
  • Rigorous in identifying issues and pro-active in problem-solving efforts.
  • Experience with environmental justice and/or tribal consultation.  
  • Fast learner, organized, an excellent multi-tasker, and able to perform under pressure.
