Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by protecting the public’s health and promoting health, wellness, and equity.

The C.E.A. serves as the Substance and Addiction Prevention Branch (SAPB) Chief and manages, supervises, oversees, and directs scientific, professional, and technical staff in planning, implementing, and monitoring substance use/misuse (cannabis, alcohol, and opioid), overdose, and addiction (gambling) prevention programs. The C.E.A. provides organizational and statewide leadership for policy, systems and environmental change approaches that aim to minimize negative health, social and legal impacts associated with substance misuse and addiction. The C.E.A. directs policy for emerging issues related to alcohol, cannabis, opioids, and other drugs, and resolves sensitive and complex program, administrative and fiscal related issues. The C.E.A. oversees a $52 million budget, including responsibility for administration, statewide health education programs and media campaigns, the gambling disorder treatment program, research, surveillance, and evaluation activities.

The incumbent works under the general direction of the Assistant Deputy Director, Community Wellness, Center for Healthy Communities.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience working with multiple levels of staff including executive management, fast paced environment with experience in handling multiple competing priorities and shifting expectations.
  • Experience managing and building collaborative relationships with internal and external stakeholders.
  • Proven management skills, with emphasis on establishing goals and objectives, proven ability to track and achieve measurable results.
  • Ability to think strategically and assess issues quickly to identify the best possible solution.
  • Excellent written and oral communication skills; experience communicating effectively with other leaders, managers, and staff in a dynamic environment.
  • Understanding of health equity and social determinants of health.
  • Excellent organizational and time management skills.

    Examination Information

    The Statement of Qualifications (SOQ) will be used to pre-screen applicants for the C.E.A. position within the Center for Healthy Communities. The SOQ is a narrative discussion of the candidate's experience which qualifies them for this position. The SOQ must be no more than four pages in length, using 12-point Arial font. Candidates are also required to include a resume with their submission; however, please note resumes will not be accepted in lieu of the SOQ. Answer each numbered item separately, indicating the corresponding item number for each response.

    1. The Substance and Addiction Prevention Branch values equity, diversity, inclusion, accessibility, and belonging (EDIAB). Provide specific examples of actions you have taken to foster EDIAB in the workplace. Include examples of how you incorporated health equity into program implementation and policy formation.
    2. Describe your education, experience, and knowledge of health and/or behavioral health promotion and prevention strategies as related to the duty statement.
    3. Describe your leadership style, skills, and ability, including specific examples of your experience executing on a vision; establishing objectives and key results; motivating and coaching employees; and aligning disparate programs.  
    4. Describe your experience and approach to building and sustaining working relationships with internal and external partners – including community groups, local health and behavioral health departments, state agencies, and other entities.
    5. Describe your experience leading a significant change initiative within an organization or program. Include how you determined the effective course of action, what strategies you used, and the outcome of your action.  


    If you meet the requirements stated in this announcement, you may take this competitive examination.     A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
