Job Description and Duties

The California Department of Education (CDE) is currently recruiting for the Division Director of the Career and College Transition Division. The CDE Division Directors are an integral part of the CDE’s leadership team. The Director is responsible for leading the implementation of the State Superintendent of Public Instruction’s priorities and initiatives to ensure all of California’s students are career and college ready upon completion of high school. This includes developing and implementing strategies and programs for transforming the high school educational experience; implementing multiple pathways; fostering new models of high schooling including thematic, early college, pathway, charter, and online high schools; expanding and promoting Partnership Academies; fostering personalized learning approaches; and, promoting 21st century skills. Central to the position is the ability to lead Career Technical Education Programs and policy. The Director oversees all activities and relationships with secondary and postsecondary education, and provides leadership and oversight of programs that prepare students for transition to college or advanced training. In addition, the director interacts and communicates with a diverse group of stakeholders, including high school-aged youth, out-of-school youth, adult students, parents, local educational agencies and schools, higher education agencies, state agencies, professional associations, the Congress and State Legislature, and business and labor representatives.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

The incumbent must possess a broad knowledge of: state and federal kindergarten through adult education laws, policies and procedures; kindergarten through adult curriculum and instruction development, and implementation; principles and practices of public policy analysis and development; trends and problems of public education at the state, local, and federal levels; educational program planning, development and evaluation processes; techniques of organizing and motivating groups; the organization and of the California State Legislature, the SBE, and the CDE; grant and contract management; and, personnel and organizational management techniques.

 

The incumbent must possess the ability to plan, organize, and direct the work of multi-disciplinary professional and administrative staff; supervise the analysis, development, and implementation of legislation; develop and implement administrative policies, organizational procedures, and practices; integrate the activities of diverse groups to attain common goals; support top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships within the representatives of all programs, levels of government, and the public; analyze complex problems and recommend effective courses of action; speak effectively before large and small diverse groups, representing the CDE’s position; prepare and review reports on a variety of subjects; collaborate with the CDE and Division staff on CDE priorities, work products, and problem solving; foster team work within and among division staff; and effectively manage all business aspects including budget, accounting, grants, contracts, and personnel.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Experience in administering and leading secondary/postsecondary education programs; specifically in areas that provide assistance and support for high schools, college preparation, career technical education, adult education, Regional Occupational Centers and Programs, career pathways programs and grants management and business operations.
2. Experience at the administrative level in developing, analyzing, and implementing educational policies.
3. Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of educational programs and policies.
4. Experience at the administrative level in developing and implementing abroad-range educational programs including strategic planning, performance measurement, benchmarking, and organizational development.
5. Experience at the leadership level in collaborating with a variety of internal and/or external groups on educational issues of a high profile and/or politically sensitive nature.

Examination Information

The examination process will consist of an application, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above, and will also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications will be the only basis for your final score and rank on the eligible list. 

The Statement of Qualifications (SOQ) serves as the CEA Examination; no additional examination needs to be completed via CalCareers.

The Statement of Qualifications must specifically address the desirable qualifications listed above. When responding to these items, applicants must follow these guidelines:

  • The SOQ should be numbered in the same order as the desirable qualifications listed above.
  • The SOQ should be typed in 12-point font, single-spaced, with 1-inch margins on letter sized paper (8.5” x 11”), limited to one page per item and no more than three (3) pages total.
  • Responses should be complete, specific, clear, concise, and include examples.
  • Please note: resumes and cover letters will not be considered a substitute for the SOQ.
